This position exists to provide comprehensive support regarding Medicaid policy for school-based services, focusing on infrastructure, billing, compliance, rates, and policy. They provide expertise in Medicaid and school mental health services, particularly in School Based Community Services (SBCS), School Linked Behavioral Health (SLBH), School Social Work, and Childrens Therapeutic Supports and Services (CTSS). Responsibilities include collaborating with MN Department of Education (MDE), Health Care Administration (HCA), Department of Human Services (DHS), and community stakeholders to align Medicaid policies and implement services effectively. The specialist reviews Center for Medicare and Medicaid Services (CMS) and Child Health Insurance Program (CHIP) guidance for compliance and advises DHS staff and policymakers on future directions, ensuring consistency and innovation in school-based mental health programs. **Domain of responsibilities includes:** + To serve as the subject matter expert for implementation, enhancement and program development of all Medicaid behavioral health services delivered in school-based settings outside of the Individual Education Plan (I EP)/ Individual Family Service Plan (IFSP) .This Services is commonly referred to in Minnesota as School Based Community Services (SBCS). + Engage in implementation activities and infrastructure development for School Based Community Services, training, and support of DHS, MDE, Managed Care Organizations, and local school district staff on the program policy, documentation, and medical necessity standards. + Maintain knowledge of new and upcoming Medicaid/CHIP benefits for delivery in school-based settings along with prospective guidance to DHS, MDE and other leaders in innovative opportunities related to school based behavioral health services. + Comply with all Federal and State Medicaid documentation and review requirements. **Minimum Qualifications** **_To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held._** Three (3) years of experience demonstrating expertise with Medicaid policies and benefits. Experience must clearly demonstrate: + Working knowledge of school-based mental health services, healthcare services, Medicaid policy and benefits. + Strong understanding of Medicaid benefit systems and structures. + Understanding of state and federal Medicaid billing and Managed Care Organizations processes and payment for services. + Working understanding of school-based community services. + Program and project management skills sufficient to identify best practices, abnormalities and track measurable results. **_*Bachelor’s degree in social work, psychology, public health, or another related fields may substitute for one (1) year of work experience_** _._ **_**Master’s degree in social work, psychology, public health, or another related fields may substitute for two (2) years of work experience._** **Preferred Qualifications** + Variety of experiences working effectively with others from different backgrounds and cultures. + Medicaid Benefit Development: Insight into existing and new guidance from Medicaid detailing flexibilities in Medicaid service delivery not currently accessed in Minnesota. + Experience presenting data. + Experience building working relationship with external partners for enhancement of program effectiveness. + Engagement and outreach skills to negotiate a variety of interests to reach consensus. + Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns. **Additional Requirements** + MinnesotaDepartmentofHumanServices(DHS)criminalbackgroundcheckwillbeconductedonallfinalistsforthis position.Finalistsmustpassthe DHS backgroundcheck. + Employee reference checks will be conducted on all finalists.
