The incumbent exercises primary responsibility for compliance with the SLBH program evaluation mandated in Minnesota Statutes, Section 245.4901, subdivision 4, and provides evaluation reports and recommendations to the Legislature. This position plans, develops, and manages the operation of an evidence-informed system of evaluating the state’s public behavioral health service-delivery system to ensure that services provided with public resources are effective in improving individual treatment outcomes. Starting first with SLBH services, the incumbent constructs comprehensive, longitudinal behavioral health care databases, research files, reporting applications, administrative records, and formal analyses incorporating service utilization, clinical outcomes, and quality management information from a variety of sources on multiple platforms. The incumbent is responsible for establishing technical methods to verify content. The scope and scale of this position will focus on the traditional, Intermediate, Tribal and Substance Use Disorder service lines that have been added in recent years due to legislative investments and scalability. This is one of two assigned program evaluators and will make up a specialized team dedicated to the SLBH program. The incumbent provides professional and technical expertise to DHS management regarding: + Use of Department of Education student data and the MDE data dashboard; school staff data (dual-licensed school social worker and school psychologist) from the Professional Educator Licensing and Standards Board (PELSB). + Minnesota Kids Database, owned and operated by Wilder Research. + Use of DHS’ health care-related data and behavioral health management information systems + Requirements specification. + Data system development. + Data management of relational databases. + Application development. + Advanced techniques for data manipulation; and + Parametric and non-parametric statistical analysis techniques **Minimum Qualifications** **_To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held._** Three (3) years of experience demonstrating expertise supporting research and data analysis.
