North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer’s mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

The Global Security Directorate has an opening for an experienced Scientist to work within the Biosecurity Program. The successful candidate will provide independent assessments and analyses to support Chemical, Biological and Radiological (CBR) incident recovery plans for various sponsor agencies related to consequence management. Additional tasks may include providing boarder security analyses such as implementation and development of policies and technologies. The position requires domestic travel to key facilities of interest as well as participation in multi-agency table-top exercises. The successful candidate will mentor junior individuals to develop this expertise at LLNL in support of future programs.

This position may require the employee to have the flexibility to work overtime, shift and/or weekends to accomplish goals. The successful candidate will be required to pass various on-site training modules to pursue work assignments.

Essential Duties
- Perform assessments including facility tours, focus session interviews, as well as document and data reviews to provide guidance to optimize facility recovery following contamination incidents.
- Conduct complex environmental assessments for key facilities to identify potential sampling and monitoring strategies and target clearance goals for remediation activities.
- Provide written input to unclassified and classified reports.
- Travel to specific facility locations for assessments or Tabletop Exercises (TTX).
- Provide and present PowerPoint slides for TTX events with senior-level officials and agency sponsors.
- Participate in strategy sessions in support of additional program development and provide subject matter expertise for the review to proposals as needed.
- Perform other duties as assigned.

Essential Skills, Knowledge, and Abilities
- Master’s degree in geochemistry, environmental sciences, or equivalent combination of education and relevant experience.
- Comprehensive knowledge and experience of restoration processes with an emphasis on establishing clearance goals and the ability to apply such knowledge to the development of remediation plans.
- Extensive background and experience planning for recovery to chemical, biological and radiological (CBR) incidents as evidenced by peer-reviewed documentation.
- Extensive background in developing new programmatic work for biosecurity, chemical security, and boarder security.
- Significant background and experience in the regulatory interpretation of environmental contamination monitoring and assessment.
- Significant experience analyzing, interpreting, and assessing clearance guidelines with complex environmental guidance and recommending and implementing solutions.
- Advanced verbal and written communication skills necessary to effectively present, explain and communicate complex technical information to all levels of personnel and management.
- Advanced analytical, decision-making, and problem-solving skills to evaluate, interpret, negotiate, recommend and implement actions/solutions for complex problems.
- Ability to work independently as well as in a team environment with a broad cross-section of people including effective interpersonal skills with the ability to handle sensitive and confidential issues with tact, discretion, and mature judgment.

Desired Skills, Knowledge, and Abilities
- Experience working with interagency cooperative teams and sponsors.
- Advanced knowledge in interagency clearance guidelines for CBR (EPA, CDC, DOE, DOD, etc. ).
- Must currently hold an active Q clearance.

Special Requirements
Pre-Placement Medical Exam: A job-related pre-placement medical examination may be required.
Pre-employment drug test: External applicant(s) selected for this position will be required to pass a post offer, pre-employment drug test.
Anticipated Clearance Level: Q (position will be cleared to this level). Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
