Job Seekers, Please send resumes to resumes@hireitpeople.com Short Description:  This position will be responsible for providing day to day technical team management, Java / Curam development for the  Arkansas Workforce Integrated Network System (ARWINS).
Complete Description:  Local candidate preferred.
Responsible for the functional or non functional sprint mgmt and deliverables.  Ensures barriers are removed and shields the team from external interferences.
Work also includes Services Oriented Architecture framework (“SOA Framework”) design, business architecture, integration, quality assurance, testing, training and related project management activities. 
The ARWINS system is currently being used in production by trained TANF case managers in selected areas. The system is built on an open source stack with the following major software components:• Ruby on Rails• NGINX• Phusion Passenger• PostgreSQL• Sidekiq
Identified activities include:-Upgrading the Ruby on Rails Framework, and other major components used in the ARWINS eco-system (Ex: Phusion Passenger, Nginx, and Sidekiq) to a newer stable, and supported version-Providing defect fixes identified in production, and / or  user testing
Since the ARWINS system will no longer be doing the intake, eligibility and benefits issuance functions, the system needs to be repurposed by decoupling in-built intake and eligibility functions from the functionality, and the system workflow (Ex: Drug Screening, Absent Parent Management, Child Care / OCSE, program unit activation, etc..)
 Responsibilities in this role include:Directs activities, monitors details, and sets prioritiesReviews root cause analysis and implements best practicesLeading and coaching the organization in its Agile adoption and promoting delivery of business valueTeach and Coach Agile practices and values within the organizationCoach employees and stakeholders understand and enact Scrum and empirical product developmentInfluencing change that increases team performance at a sustainable paceWorking with other Scrum Masters to increase the effectiveness of the application of Scrum in the organizationDeep knowledge of Agile (e.g. Scrum, Kanban, Lean) teachings and capable of helping teams to address dysfunctions that may result from teams misinterpreting, ignoring or rejecting Agile and Lean values and principlesSignificant experience working with organizational leadership and teams to change and adjust organizational design to promote self-organizing teams within an enterprise environmentSignificant experience and understanding of challenges with scaling agile teams across organizations, and capable of identifying and addressing dysfunctional patterns caused by external forces that do not understand the values and principles of Agile or the importance of providing teams with an environment for agilityExhibits a deep-passion for continuous learning and seeks to provide knowledge gained throughout the entire organization, beyond the team and line of business, and can facilitate classes, workshops, and Agile sharing events (e.g. Agile Hangouts)Utilizes broader experiences and adoption patterns, the Lean/Agile Coach helps the organization and (often multiple) Agile Teams adopt and progress in a feasible wayCapable of teaching and coaching application development teams to adopt Continuous Delivery practices such as Test-Driven Development, Specification by Example, Story Mapping, and other Lean/Agile Modeling TechniquesEnsuring the Product Owner knows how to arrange the Product Backlog to maximize value and teach techniques for effective Product Backlog management
