GENERAL DESCRIPTION:
The Wyoming Land and Water Conservation Fund Program is seeking to fill a seasonal (time-limited) 40-hour-per-week position to monitor recreation grantees for quality-of-service delivery with cooperative agreement guidance and contract deliverables, provide technical assistance, conduct post-award compliance activities, and review site plans gathering information to create maps. These duties include site visits and travel throughout the State.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
+ Execute award agreements in accordance with federal and state rules and regulations. Monitor grant and contract recipients to ensure they are meeting grant compliance requirements. Participate in state and federal programs and financial audits of grant and contract programs.
+ Assess post-award compliance and report any discrepancies.
+ Assist with the monitoring of contract deliverables and stewardship for municipal officials.
+ Conduct site visits assessing the recreation use and compliance at sites.
+ Provide program support during site visits and participate in training efforts.
+ Provide subject matter expertise related to grant compliance.
+ Analyzes, creates, updates, maintains, interprets, maps, provides technical assistance and user support for, etc., the geographic data used by many employees to do their jobs more efficiently.
+ Apply standards and protocols to maintenance procedures; record metadata.
+ Manipulate database data to ameliorate auto-population. Create geodatabases that enhance digitizing efforts.
+ Research and evaluate various data to determine ownership and location of lands.
+ Analyze and interpret survey information for use in determining land location and ownership. Complete quality control (automated and manual) on all databases and geodatabases to ensure information is correct and accurate.
+ Assist and coordinate in the development of databases within the agency that meet the standards set by agency, State, and federal mandates by using computers and various database software programs.
+ Perform other duties as assigned
Qualifications
PREFERENCES:
Preference may be given to applicants with a Bachelor's Degree in a related field.
KNOWLEDGE:
+ Knowledge of grants and contracts administration and processes.
+ Knowledge of federal and state laws, rules, regulations, policies, and procedures governing the administration of grants.
+ Knowledge of real estate terms, the ability to read plats, the ability to read legal descriptions and legal documents, etc.
+ Knowledge of cartographic design fundamentals.
+ Knowledge of computer hardware and software troubleshooting techniques.
+ Knowledge of theory, implementation, integration, and application of Geographic Information Systems, geospatial technologies, and Global Positioning Systems
+ Ability to analyze, interpret, and report data and resolve problems and discrepancies.
+ Strong organizational skills and ability to manage time effectively.
+ Excellent written, verbal, and interpersonal communication skills.
+ Proficient with Microsoft Office Suite, including Word, Excel, and Access.

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
+ Job will be stationed in Cheyenne with required travel to recreation sites around the state.
