Background and Objective

The Security & Emergency Services Manager is responsible for the safety and security of the occupants, visitors and staff within the property.

The Security & Emergency Services Manager is responsible for managing the security contractor and their team to ensure that they meet their contracted service levels and comply with all legal and compliance requirements in accordance with their contractual obligations.

The role will play a vital role in strategic planning and co-ordination for a whole precinct of operational management solution, while helping to protect the interests of all stakeholders and delivering the highest customer service standards.

JLL have been appointed to provide comprehensive Property and Asset Management services including operational and engineering services, tenancy lease administration, customer experience, financial management and asset planning.

The Security & Emergency Services Manager will work in close collaboration with the General Manager and other members of the Property Management team who will all be located onsite.

Required Attributes, Experience and Qualifications

Tertiary qualifications are desirable but a Trade Certificate will be favourably considered, supported by extensive practical experience in the management of prime grade office buildings &/or hotels.Detailed experience of operating a similar asset in the region to a similar requirement levelA demonstrated ability to prioritise work within tight operational and financial deadlines.A proactive attitude to ensuring that problems are resolved quickly and efficiently, especially when directly related to the customers of the property.A positive approach to meeting client’s needs whilst managing occupant expectations.The ability to empathise with occupant needs and a good customer service ethic is essential.An instinctive focus for safety and security.An ability to comfortably communicate with people at all levels.Proficient in MS Word, Excel and Outlook and MRI or similar financial systems.

ACCOUNTABILITIES

Working closely with the General Manager, the Security & Emergency Services Manager is responsible for the following:

Staff Management and Development

The day to day administration of the Security vendor's team including all security staff attached to the Property including supervision and performance of duties, discipline and appearanceThe day to day administration of all security related matters concerning the Property, associated buildings and environments including key reporting functionsAct as the Chief Fire Warden for the property as required. Enact Emergency procedures and assume control in these situationsUndertake post incident debrief with Security Team and Building Management and prepare documented training sessions after each incident i.e. fire alarm system activation or emergency response. Full knowledge of and the use of control desk systems and associated equipmentFull knowledge of the Standard Operating Procedures, Emergency Planning and Evacuation Procedures Manual, and the House Rules for the Properties and the Precinct.Full understanding of the proper course of action in emergencies and proceduresLead and advise the Emergency Planning Committee and ensure all requirements of the emergency Response Plan are completed and up to date at all times.Ensure compliance to all authority requirements including licensing and certifications with BOMBA, Police, Ambulance, etc.Maintaining positive liaison and relationships with tenants, staff and the publicAwareness of location of all security staff at all timesSupervision and development of accurate records, including but not limited to: Standard Operating Procedures, Logs, Master Key and Security Pass Register, Access Key Register, Building Incident Registers etc.The procurement of additional security personnel for additional duties; requested by tenants or Building ManagementAttend monthly meetings with Building ManagementLiaise with TRX District Management on Estate security issues, including approvals for over-size vehicles to enter the top loop of TRXMaintenance of security personnel registers which are to be presented to Building Management from time to time as agreedEstablishment and maintenance of positive relationships with key stakeholders within the Property, the Precinct and with the Precinct Authority and Emergency ServicesLiaison with local and national security groups including Police and National Security organisations.Such other duties as reasonably directed by Building Management

Client Service

Work collaboratively with the property Owner to develop strategic plans for the property, focusing on the asset positioning, specifically related to security and safety issues including CCTV, access control and emergency procedures and systems.Deliver exceptional quality service to the Owner and property occupants, as assessed and measured by Owner feedback and occupant surveys.Ensure that all elements of the Property Management Agreement with the Owner are understood and complied with, by the management team.

Compliance and Certification

Ensure the establishment and practical rigid application of all JLL policies, programs, procedures.Ensuring compliance with all relevant statutory authorities regarding privacy and personal data management, etc.Conduct of periodic (monthly, quarterly and annual) risk reviews, emergency response drills, SOP reviews, desktop exercises, etcBe responsible for the risk register and incident reporting to Authorities, Building Owner, Tenants, JLL and other relevant groups - utilize CMO reporting system.Comprehensive understanding of and compliance with licensing and qualification requirements for security and emergency personnel and systems, etc.Ensuring compliance with Occupational Health and Safety requirements including contractor induction, the preparation of site-specific risk management plans and safe work method statements.Conducting a periodic review of all related work practices to ensure that work place environmental conditions comply with relevant Occupational Health and Safety legislation.

Budgets and Reports

Prepare annual property security budgets which must be monitored and forecasts to budgets updated on a monthly basis.Process all vendor invoices including ensuring that invoices are provided on time, that they are accurate and correct to pay.Provide input into the monthly reports for the security aspects of the property.Ensure that all information, forms, and statistics are gathered and the information disseminated to the appropriate managers for review and any remedial action highlighted is carried out.

Ensure compliance requirements are delivered on-time and to the highest quality - including evacuation drills, response team training, reporting and liaison.Achievement of annual operating budgetDelivery of comprehensive security results whilst delivering high customer service standardsAchievement of client KPIs as defined in the Property Management AgreementAchievement of all authority compliance and registration requirementsCustomer Service Customer Satisfaction as measured in the annual Customer survey resultsManagement of assigned contracts and service providers to undertake works in accordance with agreed plans, contractual commitments and budgetsTimely and accurate completion of client and JLL reports
