Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SECURITY OFFICER, Position Description Number D2968000 and is part of the PA 193rd Special Operations Wing, National Guard. 1 or more Position(s) may be hired against this Announcement. INDEFINITE Position may lead to permanent assignment without further advertisement. Responsibilities As a Security Officer, GS-0080-13, you will exercise direct supervisory and personnel management responsibilities. Provide supervisory responsibility for subordinate security force squadron personnel to include Active Guard Reserve (AGR) military personnel, Federal Technicians, Security Cooperative Agreement (SCA) employees, and Drill Status Guardsman (DSG) to meet all Integrated Defense, LE and AT/FP requirements for the installation. Direct, plan, organize, and oversee all Integrated Defense (ID) and Law Enforcement (LE) activities within an Air National Guard Wing as the Defense Force Commander (DFC). Direct, plans organize, and oversee all Anti-Terrorism (AT) and Force Protection (FP) activities within an Air National Guard Wing as the Anti-Terrorism Officer (ATO). Direct assessments of complex internal and external factors for effect to the organization and assigned missions. Serve as the SFS Commander. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at PA 193rd Special Operations Wing AOC 2: NG employees in the PA 193rd Special Operations Wing AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Applicants must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties. SPECIALIZED EXPERIENCE: You must have 36 months experiences in developing, implementing, and managing the Wing's law enforcement, physical security, wing security, and Anti-Terrorism and Force Protection programs. Must successfully complete the military approved Level II Anti-terrorism Training Course within first 90 days of appointment to the applicable position description. Have working knowledge on the Security Forces programs and the Defense Force program with expert knowledge and premier technical authority on the development, implementation, and management of law enforcement, physical security, installation security, and anti-terrorism programs, policies, procedures, and equipment. Must have knowledge of Air Force security concepts, principles, and practices to review, independently analyze, and resolve complex security problems. Competent knowledge of all Air Force and Air National Guard security and law enforcement programs. Experienced in developing, implementing, executing, and managing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels of security controls. Must have technical knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure required planning for information security and other controls. Must possess the ability to consider security alternatives in managing this program, including resource management, relationships to other protective programs, and over-lapping requirements between other service components and contractor organizations. Experienced in the Wing's Security Programs. Demonstrates in-depth knowledge of the Program, Planning, and Budgeting Systems to plan, organize, and advocate for resources within the wing. provides broad policy guidance and direction based on wing and Air Force priorities and objectives. Experienced in the Defense Force Program and knowledgeable on the Program's compliance requirements. Experienced in managing and supervising the administrative and technical aspects of the Security Forces Squadron. Experienced in planning, designing, and executing security programs based on Air Force and Air National Guard programs' policy guidance and direction. Must have an understanding of conflicting local, state and federal security laws that impact security policy, procedure, and programs Air Force-wide. Experienced in reviewing and negotiating host/tenant agreements, memoranda of understanding, joint use and inter-service agreements, and leases, with military and civil agencies. Knowledgeable of AF security concepts, principles, and practices required to review, independently analyze, and resolve complex security issues that involve personnel from various functional program managers. Must have knowledge of authority and Use of Force legal issues regarding conflicting local, state and federal security laws. Competent to resolve complex security issues that occur within the military organizations. Experienced in applying basic criteria in Security Forces Integrated Defense specialty areas; or, in developing courses of action to minimize or eliminate deficient operations and conditions. Experienced in managing resources, funding, and budget requirements that support Security Forces programs and services. Must have experiences in managing and supervising work functions and discipline requirements. Experienced in conducting employee performance evaluations; mentoring junior officers and enlisted squadron employees, managing resources and budgets; and directing assigned work, and leading the employees on all program tasks, inspections, exercises, deployments, and/or mobilizations. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. The college degree work should include completed academic courses in sociology, criminology, police administration, criminal justice, or a related area. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. To qualify and retain the ANG Security Forces Squadron officer position, completion of the Air Force Security Force Officer Course is mandatory. You must provide transcripts or other documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
