The Security Officer Manager exercises authority as set forth under the Uniform Code of Military Justice (UCMJ) to perform security duties and policing functions detailed in the UCMJ and in Title 18 USC on AAAF to the extent permitted by the Agreement Between The Government Of The United States Of America And The Government Of The United Kingdom Of Great Britain And Northern Ireland Concerning The Extension Of The Bahamas Long Range Proving Ground By The Establishment Of Additional Sites In Ascension Island (Bahamas Agreement). Position is located on Ascension Island. This position is contingent based on contract award. This position description is subject to change at any time as needed to meet the requirements of the program or company. Responsibilities Major Job Activities: Exercises authority granted by the Bahamas Agreement to detain and search civilians and deliver them to appropriate civilian authorities. Responsible for all personnel to whom the Contractor permits access to sites and facilities by following the established Access Control Process IAW DAFI 31-101. Manages restricted or controlled area security duties, checks and accesses documents and/or systems. Maintains, reviews, and updates the Installation Security Operating instruction with updates. Manages a comprehensive in-service Security Officer Training program, which includes training for security officers and standardization and evaluations IAW DAFI 36-2646. Prepares and submits monthly and as needed CDLR reporting. Reviews incident reports, property damage, theft on the blotter and ensures immediate response to unannounced alarms, suspicious activities, incidents, and accidents. Performs initial investigations of crimes, incidents, accidents, or offenses to the extent permitted by the Bahamas Agreement and other applicable U.S. law and regulation and immediately report all incidents and facility security violations according to the Security Incident Notification Matrix. Develops and maintains a Security Incident Notification Matrix consistent with the Bahamas Agreement, acceptable to the Base Commander and made available to the COR upon request. Creates and maintains a Priority Response Matrix that is capable to respond to at least two simultaneous security situations. Develops and maintains site specific AAAF checklists. Ensures escort service is provided for other Air Force and Space Force Contractors, vendors, fire department and other emergency personnel, and Distinguished Visitors (DVs) or as required by emergency access procedures to controlled and restricted areas that are under AAAF control. Works with Det 2 CC and Ascension Island agencies and local police/fire officials for rendering assistance during on-base or off-base emergencies per Government approved response plans. Supervises security processing (screening) of aircraft passengers and luggage and report violations of instructions or illegal activities per the Security Incident Notification Matrix IAW DAFI 24-605 vol. 1-2. Enforces traffic regulations, investigates traffic accidents, and maintains traffic records as applicable by International Agreements. Enables joint security patrols with the RAF and local police officials on the US base as needed with proper coordination through the Det 2 CC, to include security checks, escorting in which special entry is required. Ensures sites are guarded against damage, fire, theft, trespassing, illegal entry, exit, and unlawful attacks. Establishes liaison with appropriate base law enforcement agencies in development of security measures. Material & Equipment Directly Used: Use of work computers/laptops, electronic security systems, and Hand-Held Radios. Microsoft word and exel skills required. Working Environment: Indoor/outdoor work ensuring security and safety of site and personnel. Moderate tropical island weather. Must be available to work outside the normal schedule if the need arises. Physical Activities: Ability to climb, crawl, crouch, bend, stand for long periods, reach above shoulder level, extend arms at awkward angles, lift, and carry objects. Must be able to repeatedly lift up to 50 pounds and carry heavy objects routinely. Must be able to be alert for shifts of at least eight (8) hours. Qualifications Minimum Qualifications: Must be at least 21 years of age, fluent in written and spoken English, and fit and able to perform assigned duties. Must be a US citizen and possess a valid state issued driver's license and passport. Must be able to obtain and maintain a Secret US Government Clearance. Ability to successfully pass contract pre-deployment and medical requirements and maintain requirements for duration of deployment. Education / Certifications: High School diploma or equivalent, bachelor's degree in related field preferred. Peace Officer Standards Training (POST) Experience / Skills: Supervisory/Managerial experience. Must be trustworthy, and knowledgeable of security installation programs and Priority Level assets. Must be knowledgeable of security instructions and installation facilities and have military or comparable civilian security or police experience. Able to communicate effectively and demonstrate interpersonal skills. Must exhibit strong organization and communication skills. Must feel comfortable delegating and possess skills to include scheduling workers, keeping track of staffing and keeping their staff motivated. Outstanding problem-solving skills and sound judgment.
