Summary You will serve as a GG-0080-11 Security Specialist at US FLEET CYBER COMMAND at Pearl Harbor Naval Base Honolulu/Wahiawa Hawaii, where you will provide overall Sensitive Compartmented Information (SCI) personnel security management and authoritative guidance concerning personnel security matters. Responsibilities You will provide Sensitive Compartmented Information (SCI) personnel security management, including processing cryptologic risk assessments, counterintelligence interviews, indoctrinations and education briefings, and SCI courier certification. You will serve as the advisor on procedures for adverse security actions, which include security clearance denials, suspensions, and revocations. You will manage the polygraph program to include scheduling, briefings, five year updates, reports of investigation, and updates to the Department of the Navy Central Adjudication Facility, Fleet Cyber Command, and National Security Agency. You will manage the analysis and evaluation of personnel security investigative requirements for security clearances and visitor and foreign national association access control. You will review personnel security documentation for accuracy and compliance with regulatory guidelines prior to release to higher headquarters, Navy, National Security Agency, and other security counterparts. You will provide statistical reports to national-level agencies and organizations. You will support personnel security functions such as in/out processing, special accesses, foreign national associations, indoctrinations, debriefings, visitor and vendor access, pass clearance and travel messages, and background investigations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Provide Sensitive Compartmented Information personnel security management and administrative functions to include security background investigations and periodic re-investigations, in/out processing, special accesses, processing cases being considered for cryptologic risk assessments and counterintelligence interviews, indoctrinations and education briefings, and courier certification. 2. Provide advice on procedures for adverse security actions, including security clearance denials, suspensions, and revocations. 3. Manage the polygraph program to include scheduling, briefings, five year updates, and reports of investigation. 4. Manage the analysis and evaluation of personnel security investigative requirements for security clearances and visitor and foreign national association access control. 5. Review personnel security documentation for accuracy and compliance with regulatory guidelines to provide statistical reports to national-level agencies and organizations. OR I have a Ph.D. or equivalent doctoral degree. OR I have completed 3 full years of progressively higher level graduate education leading to such a degree. OR I have obtained an LL.M. that is related to the position being filled.
