Summary About the Position: This position is located on Fort Shafter, Hawaii, which is near the Historical Palm Circle on the island of Oahu. Responsibilities Serve as the Security Specialist for one of the U.S. Army INDO-PACIFIC, JOINT PACIFIC MULITNATIONAL READINESS CENTER (JPMRC)-196 IN BDE. Responsible for managing the full range of Antiterrorism (AT), Protection, and -Security programs. Work under the JPMRC-196 S2 or S3 as a principal staff officer. The employee is the authority and subject matter expert on the development, interpretation, and compliance of AT, protection, and security programs, regulations, and guidelines covering operations for the JPMRC-196. Administration of programs is complicated due to the critical nature of the JPMRC-196 mission and facilities. Requires knowledge of other security specialties in resolving major conflicts in policy and program objectives. Oversee operational intelligence support. Ensure Headquarters and deploying elements receive appropriate intelligence level support. Provides technical advice, planning, and support for the Emergency Preparedness and Continuity of Operations Plan. Specialized Experience: One year of specialized experience which includes managing an organizations Antiterrorism (AT), Protection, and Security regulations, concepts, principles, and procedures; providing guidance on physical security program requirements; and assessing security systems for safeguarding security information, property, and personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the employee obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. This position is subject to deployment through-out the Pacific AOR to include countries West of the International Date Line, that employee is deployed and work in austere and remote field conditions in support of maneuver training exercises as part of a forward support training package. Deployments are to other training areas. In the event of a deployment, the employee must continue to perform assigned duties to support the mission requirements until relieved by proper authority, or the mission is complete. The employee may be required to live and work in tents or shelters while on deployment.6. Employee must submit to participate in the Defense Security Service's Security Professional Education Development (SPēD) program, attaining a minimum of Security Fundamentals Professional Certification (SFPC) within two years of selection to the position.
