Summary This position is in the Office of Secure Transportation, Office of Technical Services (OTS), Safety and Security Division (SSD), Security Branch will lead vulnerability assessment activities utilizing Department of Energy (DOE)/National Nuclear Security Administration (NNSA) vulnerability assessment techniques, principles, and procedures. Responsibilities As a Security Specialist, you will: Provides technical support for organizational compliance with DOE/NNSA and OST Orders and Policies; security compliance at multiple geographically dispersed fixed and temporary facilities; safeguards and security programs including physical security systems, information security, operational security, security awareness, security incidents, and program planning and management; and day-to-day oversight of OST security programs. Makes decisions and recommendations that require analysis of ever-changing technical requirements that impact the operational mission of OST. The work requires extensive coordination and support of other technical experts within the Security Branch and other OST Offices. Provides subject matter expert support for security compliance at multiple geographically dispersed fixed and temporary facilities Leads or conducts inspections, surveillances, and surveys; performs technical analysis and performance testing, and evaluates security plans, practices, and procedures to evaluate and advise on safeguards and security programs and operations for the protection of national security information and assets. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as supporting a security program with responsibilities for ensuring program compliance with security directives, implementing security requirements for fixed site facilities, conducting comprehensive studies, and presenting recommendations for program improvements. Examples of Specialized Experience: Experience with Federal laws, Orders, and security operations policies and procedures to plan, direct, coordinate, and evaluate security programs in a fixed or mobile environment. Experience with physical security programs, operational missions, and security objectives sufficient to provide effective oversight and guidance relative to security functional areas. Experience performing the formal review processes used for analyzing the impacts of security violations or incidents of concern. Experience with Operational Security (OPSEC) reviews and OPSEC Assessments, and writing OPSEC plans and reports. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement. Education NQ-03 or GS-13: There is no education substitution for experience at this grade level. This position does not require education.
