Summary You will serve as a SECURITY SPECIALIST in the INFORMATION AND PERSONNEL SECURITY OFFICE of NAVAL POSTGRADUATE SCHOOL. Responsibilities You will make determinations regarding release to foreign governments or organizations of CUI in support of foreign visits, training events, classroom instruction, and other foreign engagements. You will make informed decisions on specific foreign disclosures, you will be specifically responsible for NPS disclosure policy, training, and program oversight. You will serve as NPS SME on intelligence oversight, reviews applicable external guidance, interprets it for use within the education and research environment, and drafts an NPS instruction on intelligence oversight. You will develop intelligence oversight training specifically tailored to the educational and research environment at NPS. You will supplement training with informative emails, presentations at staff and faculty meetings, and one-on-one visits with principal investigators doing intelligence-related research. You will serve as the OPSEC officer and subject matter expert (SME)on operations security and advise NPS faculty, staff, and President on OPSEC matters. You will design and implement a system to monitor relevance of the NPS critical information list and its understanding across the staff and faculty, and completion of OPSEC training. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Conducting security inspections to ensure compliance with foreign disclosure, intelligence oversight and/or operations security programs; 2) Conducting training on foreign disclosure, intelligence oversight and/or operations security programs; 3) Maintaining a database on disclosure actions to assist with reporting requirements and analysis of information release actions; and 4) Advising personnel on foreign disclosure, intelligence oversight and/or operations security programs. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR Possession of an LL.M. that is related to the position being filled OR A combination of experience and graduate education as described above that equates to one year of experience.
