The primary purpose of this position is to serve as the 91 NWS Chief of Security, providing oversight and management of multiple security disciplines (personnel, physical, information, industrial, security education, and operations security). *** Salary ranges includes local market supplements *** Responsibilities Manages, implements, and administers Squadron Personnel Security and Industrial Security Programs. As the Personnel Security Program Manager, coordinates with the DoD Central Adjudication Facility (DODCAF) and respective Wing and MAJCOM security officials as required to ensure all unit personnel hold appropriate accesses. Manages, implements and administers Squadron Information Security Program. Implements DOD, USAF, and MAJCOM policies and develops local procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by squadron activities. As the Squadron's security representative, interacts with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other NSA organizations, mission partner organizations and other staff offices on base. Manages, implements, and administers Squadron Physical Security Program. Review, interpret, and implement current DoD, Intelligence Community Directives (ICD), NSA, JFAN, and USAF physical security program guidance such as DoD 5105.21, Version 2, ICD 705, and JAFAN 6/9. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Requirements Conditions of Employment Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of security concepts, principles, and practices to plan and implement security procedures for physical, personnel, information and industrial security programs within the organization; knowledge of security incident handling, to include computer incidents and incidents caused by human error and negligence. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of security concepts, principles, and practices to plan and implement security procedures for physical, personnel, information and industrial security programs within the organization. 2. Practical and in-depth knowledge of AFSPC, AFISRA, and other Air Force MAJCOM missions, functions, goals, and objectives. 3. Ability to effectively write and orally communicate security information to various audiences, to include line staff and management. Ability to establish effective professional working relationships with co-workers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. Ability to interact with personnel at all levels of command in all kinds of situations, to include processing the most sensitive information about personnel, handling alarms activations, interfacing with base security forces personnel, and keeping calm in emergency situations. Ability to exercise sound judgment in planning, assessing, monitoring and using various computer programs with diverse applications. 5. Extensive knowledge of security incident handling, to include computer incidents and incidents caused by human error and negligence; extensive knowledge of DIA, DOD, USAF and joint COMSEC programs. 6. Ability to instruct students on variety of topics crucial to today's Air Force, to include areas in security management, risk assessment, and information operations, and the ability to independently interpret and prepare security program guidance and initiate policies, guidelines, and procedures which meet requirements. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special sensitive security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Incumbent must be willing to submit to counterintelligence scope polygraph testing. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. It s required that you (a) refrain from the use of illegal drugs and (b) if requested, submit a urinalysis testing. Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
