Security Specialist II/ Escort

Overview:

The Security Specialist works with the Bureau of Diplomatic Security. Familiar with all aspects of industrial security, information security, operational security, communications security, and security policy review.  Ability to communicate policies and procedures as well as provide training to employees and brief senior level officials.  An important aspect to this position is the ability to investigate and analyze unique security issues and formulate coherent mitigation techniques to enhance program operations.

 

Primary Responsibilities:

·         Provide extensive support to the Department of State's programs to protect classified National security information at all levels and sensitive but unclassified information within the Department and entrusted to private industry.

·         Assist in the development and issuance of policy standards for a specific division with a specialized security function in support of division, organization, or agency.

·         Assist in the development, preparation, and issuance of program guides for Department programs.

·         Monitor, analyze, and investigate security incidents to determine causes.

·         Highlight program weaknesses, pinpoint responsibility and recommend corrective action, as appropriate.

·         Coordinate with the S/ESX BSO on office security programs.

·         Provide support services for a comprehensive security awareness program designed to educate employees.

·         Provide input of proposed briefing and training packages.

·         Work independently, with oversight, to advise and assist office personnel on matters of security policy, procedures, and regulations.

·         Ensure security policies are implemented according to procedures without undue interruption of normal operations.

·         Prepare input for departmental briefings to senior level officials.

·         Process access for contractors assigned to various Department of State projects.

·         Perform other duties as assigned.

 

Supervisory Responsibilities:

·         None

Education and Experience: Bachelor’s Degree and/or specialized in counterintelligence, investigations, industrial security, dignitary/VIP protection, policy and security standard development, OPSEC, COMSEC, INFOSEC, security countermeasures programs, access system operations and management, personnel protection and protecting classified information, or as a regional desk officer. 3-4 years specialized experience. 4-6 years of specialized experience in lieu of a degree.

 

Knowledge, Skills, and Abilities: Working knowledge of Federal government security policies and procedures such as the NISPOM, IC directives and other national and international security requirements. Knowledge of Intelligence Community (IC) policies and procedures. Knowledge of IC databases of individuals eligible for access to Sensitive Compartmented Information (SCI). Proficient with Microsoft Suite products including Word, Excel, Access and Outlook. Must demonstrate a good attitude and ability to work as a member of a team. Self-motivation and the ability to work effectively under a minimum of supervision. Ability to multi-task efficiently, works in a fast-paced environment on multiple projects, and has a strong attention for detail. The ability to conduct themselves professionally while interacting with senior government officials including cabinet level officials and their foreign equivalents.

 

 Certificates, Licenses, Registrations: Construction Surveillance Technician/Cleared American Guard Training (CST).

 

 Security Clearance: Must have an Active TOP SECRET US Government Clearance with ability to receive/maintain a SCI.  Note: US Citizenship is required to maintain a TOP SECRET Clearance Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation.
