GENERAL DESCRIPTION:
This is a full-time position in a fast-paced office performing fiscal duties under limited supervision. Duties include receiving, recording, reviewing, reconciling, preparing, and submitting deposits of various financial instruments for multiple programs within the agency. Conducts data entry of contracts, account receivables, and travel documents in the State WOLFS system. This position also reviews and enters tax documentation data for nationwide vendors, council members, and DEQ employees to record and process payments to these entities. This position will also be involved with Agency Inventory functions as well as fixed assets.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
+ Responds verbally and in writing to requests for general information; collects, organizes, and details the required information and documents in answering queries.
+ Provides friendly customer service and acts as a resource to members of the public and the DEQ staff.
+ Evaluate information for accuracy to identify discrepancies.
+ Prepares transmittal and deposit records in the WOLFS system.
+ Reviews prepare and submit fiscal documents through the State accounting system.
+ Creates and manages electronic daily and monthly expenditure and revenue reports.
+ Provides backup for transmittal of contracts in the Cobblestone system.
+ Responsible for electronically processing Federal Drawdowns for Agency grants as determined by the Accounting Analysts. Provides backup assistance for all other Agency grants.
+ Responsible for entering the agency’s electronic invoices received through the Accounts Payable email in a timely manner to ensure payment processes within Agency and State guidelines.
+ Recommends fiscal policy and methods for improving operations.
+ Strong organizational and time management skills to manage multiple tasks and systems while maintaining a high level of attention to detail.
+ Ability to learn, develop, and apply detailed procedures related to compliance and regulated programs and processes.
Qualifications
PREFERENCES:
Preference may be given to applicants with 3-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician.
KNOWLEDGE:
+ Knowledge of applicable federal, state, and local laws, codes, regulations and policies, technical processes, and procedures related to the department.
+ Ability to share responsibilities in a team environment with coworkers, providing support for absences, workload issues, and vacancies.
+ Ability to work collaboratively with coworkers to address new and changing demands on the organization.
+ Ability to prioritize multiple and diverse tasks, responsibilities, and deadlines.
+ Ability to remain calm and professional when dealing with angry or upset individuals.
+ Ability to perform assigned duties, understand accounting practices, manage cash and financial instruments, and consistently apply program procedures, internal control processes, and policies with minimal supervision.
+ Ability to review the written work of others for clarity and completeness.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant

PHYSICAL WORKING CONDITIONS:
+ This position takes place in an average work environment.
+ This position may require limited travel throughout the State.
