This position will provide life-cycle contract administration support to the various business entities of Oneida Innovations Group, LLC (\"OIG\"). This is a newly created role to support the company's growth and volume of contract activities, primarily in the federal contracting space. Responsibilities include reviews of contract requirements, FAR\/DFARS provisions, and administration of all contractual agreements in close coordination with internal Senior Management, Legal Department and Program Management, teammates\/subcontractors, and customers. \n

The successful candidate will bring a strong working knowledge and demonstrated experience in a similar role, with prior responsibility in:\n

\u00b7 U.S. Government contract administration process and tasks, ensuring full contractual compliance.\n

\u00b7 Assisting the Legal function in drafting and reviewing contractual agreements.\n

\u00b7 Coordinating with the Finance function to ensure compliance with contract-specific cost accounting requirements, A\/P and A\/R.\n

\u00b7 Assisting Program Managers in contract interpretation as it pertains to program execution.\n

\u00b7 Coordinating input from stakeholders on business terms.\n

As a member of a small, rapidly growing organization, the right candidate will be responsible for directly handling task-level assignments with the initiative and knowledge necessary to accomplish tasks with minimal coaching or supervision. \n

This is a remote position supporting the business located at OIG headquarters in Oneida, NY and will report to the Oneida Technical Solutions (OTS) General Manager. \n

Duties & Responsibilities: \n\nTrack actions and handle communications between parties responsible for administration of the contract review process. Serve as the central liaison between internal business stakeholders, in-house Legal department, and external business\/customer contacts. In this capacity, responsible to efficiently administer, review, and facilitate contract agreements, including Subcontracts, Teaming Agreements, Non-Disclosure Agreements, consultant\/vendor agreements, contract modifications, as well as certain regulatory filings as required by SBA, GSA or other.\nTimely review of contracts and\/or subcontract awards and modifications and solicitations. \nStay current with procurement changes and trends impacting U.S. Government contracts, FARs, DFARs, etc. Review, identify and evaluate contractual and compliance risks, cost risks, and other business-related impacts, and provide summary overviews and recommendations for management's review and approval.\nCoordinate with Program Managers and other internal stakeholders to define contractual obligations and assess new or modified requirements, including interpretation and communication of applicable contract requirements and regulations.\n\n

\u00b7 Maintain GSA and GWAC contracts including, but not limited to, submitting proposal and\/or modification packages, maintaining updates to schedule terms and conditions in coordination with Legal, maintaining current approved price list, and preparing for\/participating in GSA schedule audits\/reviews. Responsible for administration of GSA contract reporting requirements within GSA Assist, eBuy, eMod and eOffer.\n

\u00b7 Responsible for coordination and maintenance of OIG entity registrations in System for Award Management (SAM).\n

\u00b7 Establish exceptional working relationship with customer counterparts.\n

\u00b7 Administer contract and subcontract closeouts; setup and maintain all paper and electronic files in accordance with company policy.\n\nAssist in preparation of required reporting for submission to Small Business Administration for 8(a) Business Development Program reporting requirements, in coordination with senior management and the Legal department. \nAssist Finance and Program Managers in calculating customer invoices for both Firm Fixed Price and reimbursable (Time & Materials) CLINs in accordance with contract terms.\nCalculate and process applicable Contract Access Fee payments to GSA in coordination with Finance.\nSupport and participate in DCMA and DCAA audits as required, with support from Finance and other internal functions.\nAssist Business Development team in reviewing RFPs and assessing contract terms and related risks\/ impacts.\nWith support of the Legal department in drafting contract terms, compile RFP and bid packages for subcontractors and vendors, administering the RFP process from beginning to end, including analysis of bids and recommendations for senior management review and approval.\nDevelop and maintain internal Contract Administration Policies and Procedures. \n\n

Minimum Qualifications\n\n10+years directly related experience in government contracting.\nBachelor's degree in a related field.\nIn-depth knowledge of Federal Acquisition Regulations (FAR\/DFARS) \nExperience managing fixed price, time & materials\/labor hour, and cost type contracts, and solid understanding of Government regulations associated with the administration of each.\nIn depth knowledge of and experience with Government Wide Acquisition Contracts (GWACS).\nAbility to perform and comprehend price analyses.\nProject planning and management skills. \nExperience in the use of MS Office suite of software tools.\nExcellent time management skills, capable of managing multiple priorities and short deadlines.\nExceptional leadership and communication skills.\n\n

Preferred Qualifications\n

\u00b7 Experience working with IT professional services contracts.\n

\u00b7 International business experience, especially Foreign Military Sales experience.\n\nMaster's degree in a related field.\n\n\n\n\n\n
