Senior Advisor (Continuous Improvement Officer for DEIA)

The Senior Advisor (Continuous Improvement Officer) position will support the Office of Foreign Assistance Front Office by developing the Bureau’s Corporate DEIA posture, facilitating external engagement on and awareness of DEIA issues and applicable developments, collecting, assessing, and utilizing DEIA Data and Tools to inform the Bureau’s DEIA approach, and integrating DEIA best practices into Bureau Management policies and procedures. Responsibilities

Serves as primary advisor to the bureau on DEIA issues

Serves as a F’s Advisor to the bureau DEIA Council

Serves as goal lead for bureau strategic planning products that involve DEIA approaches

Serves as the primary backup for the Senior Champion on briefing DEIA developments to the bureau Front Office

Represents F within the Department and or USAID DEIA-related meetings as directed by supervisor

Tracks Department-wide events on DEIA, promotes F participation in/reporting on those events

Identifies external speakers for sharing best practices

Identifies and does initial work on opportunities for F to collaborate with other bureaus on internal or forward-facing DEIA speaking/information sharing, best practice-sharing, and hiring events

Recommends benchmarks for the bureau’s DEIA progress

Tracks available external DEIA-related data from the broader workforce community of which State and USAID are a part (federal government, foreign affairs community, National Capital Region), and identifies extrapolatable/applicable information for improved F DEIA practices

Reviews F’s DEIA Charter to ensure consistency between benchmarks, FO priorities, and the Council’s organization

Convenes/conducts periodic discussions and survey/pulse checks to assess workforce perceptions of DEIA progress, prepares briefs/reports on findings

Review Data Action Plan (DAP) and AI goals for DEIA and ethical considerations

Maintains awareness of F’s progress on DEIA goals relative to the Department’s enterprise-wide standards

Recommends DEIA SOPs and operational improvements, reviews those proposed by the F DEIA Council

Collaborates with F/MO where Department DEIA policies and procedures intersect with bureau practices

Assesses DEIA capacity needs of various managers

Tracks and connects the bureau to Department-wide equity services/resources (reasonable accommodations, recruitment/hiring best practices, etc.)

Facilitates an inclusive, accessible experience for F interns, such as organizing bureau orientations, enrichment opportunities, notetaking opportunities, in-briefing/out-briefings with FO

Works with DEIA Council to develop recommendations for F’s DEIA budget

Qualifications

Bachelor’s degree

Knowledge of diversity, equity, inclusion, and accessibility-related programs, theories, principles, procedures, and practices, issues, sources of data/best practices, and subject matter experts across an array of identity domains (e.g., race, ethnicity, gender, gender expression, age, sexual orientation, disability status, and intersectionality) to recommend and facilitate diversity-related programs or initiatives

Knowledge of Federal Equal Employment Opportunity laws and regulations, Federal human resources policies, principles, and processes to better enable formulation of program initiatives, plans and strategies and to recognize and resolve complex DEIA workplace issues

Ability to develop appropriate data questions, analyze data, and identify trends or relationships within the data to advance the bureau’s DEIA priorities

Experience working with the Department of State, USAID, and/or the U.S. Congress

Knowledge of briefing and report writing techniques to apply them effectively for the purpose of gathering and developing information and presenting conclusions and recommendations

Strong English language (written and oral communication skills) to prepare recommendations and reports, oral briefs, solicit information, and propose solutions

Strong organizational, communication, interpersonal, and computer skills

Ability to manage multiple tasks, act decisively in daily work within limits of authority, deliver on deadline, and work well in a multi-cultural team environment

Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision

Active Secret or above clearance

Desired Qualifications:

Master’s preferred in International Relations, Political Science, Business or Public Administration, Education, Psychology, Social Work, or a related field and/or 2-5 years’ experience

Pay Range

166,923.00 - 171,923.00
