Yes County Albany Street Address Division of Legal Affairs 40 North Pearl Street City Albany State NY Zip Code 12243 Duties Description The Office of Temporary and Disability Assistance (OTDA) is undergoing a modernization of its legacy technology systems by replacing them with a new Integrated Eligibility System (IES). The Senior Attorney would provide legal assistance and support primarily to the IES Coordinator in managing OTDA's participation in IES.Duties include, but are not limited to, the following:• Work with data owners and State and Federal partners to draft and update data sharing agreements in support of the IES;• Work on teams to assist with drafting, reviewing, and negotiating contracts, data use agreements, technical service agreements, memorandums of understanding, and similar documents involving regulatory compliance, data use, information security terms, confidentiality, and privacy;• Identify and facilitate the statutory, regulatory and policy changes necessary to implement IES at OTDA;• Oversee the internal clearance process for IES data sharing agreements and work with OTDA’s contract unit to amend existing contracts, as necessary; • Support IES short-term projects;• Assist in legacy system data clean-ups;• Analyze and define detailed business requirements for IES;• Analyze and define any legal issues for OTDA program areas and IES;• Coordinate Legal Affairs’ review and response to IES deliverables;• Review and support, from a legal perspective, organizational change management;• Represent Legal Affairs at meetings with the IES Program and other agency stakeholders; and• Provide legal counsel and services to OTDA program stakeholders in the performance of their duties and functions. Minimum Qualifications NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, candidates may be hired via a non-competitive appointment if they meet the below NY HELPS minimum qualifications.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE QUALIFICATIONS:Admission to the NYS Bar and 24 months of subsequent satisfactory legal experience.Note: You must be a graduate of an accredited law school with an LLB or JD degree. Admission to the New York State Bar and current registration to practice in New York State is necessary for continued employment. Novice level litigation experience where litigation tasks were performed occasionally with some guidance and/or assistance, is required.OR55 B/C: This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply.
