Senior Biologist (High Speed Rail)

Rincon Consultants, Inc. is seeking a **Senior Biologist** to join the Natural Resources team! The Senior Biologist will work directly with the California High-Speed Rail Authority (Authority) in their office in Fresno and will serve as the Environmental Oversight Deputy for the Merced to Fresno Segment. This role will serve as extension of staff for the Authority Environmental Project Construction Management (PCM) and will be responsible for carrying forward direction established by the High Speed Rail Authority and Environmental Oversight Management in relation to the EIR/EIS, MMEP, environmental permits, and oversight of the Project Oversight Biologist, and Subject Matter Experts for Archaeology, Hazardous Materials, SWPPP, and Sustainability.
**Overview of Key Duties and Responsibilities:**
+ Oversee the quality and consistency of the work efforts undertaken by the Design Builder environmental compliance team, pursuant to the requirements of the EIR/EIS, the MMEP, and all related federal, State, and local environmental permits
+ Interface directly with Authority and Agency personnel
+ Provide quality control and quality assurance for work products produced by the Design Builder to ensure that such products meet the criteria and expectations of the Authority and Agency personnel
+ Routinely observes and audits implementation of work efforts and identifies opportunities for continual process improvement
**This Job Might Be For You If You Have The Following:**
+ A minimum of 5+ years of progressive and successful environmental consulting experience in the above three areas (Technical Work, Project Management, and Business Development)
+ BS or MS in Biology or equivalent from an accredited university or college and at least 5+ years of relevant consulting experience
+ Demonstrated experience with:
+ Biological resource assessments (CEQA/NEPA)
+ Regulatory permitting
+ Regulatory compliance oversight and monitoring
+ Restoration planning, habitat management, mitigation monitoring
+ Utility/energy/transportation projects
+ Experience with fostering positive relationships with staff, clients, agencies, and subconsultants
+ Successful supervising employees and being solution-oriented
+ Excellent organizational, schedule, and budget management skills
+ Strong verbal, interpersonal and written communication skills

The base salary range for this full-time position is $100,000-$150,000 plus benefits and a generous bonus program. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
