Beacon Hill Financial has partnered with a Federal-focused organization in Washington, DC in their search for a Senior Budget Officer. This full-time, on-site role supports budget planning, execution, reporting, and financial analysis across multiple funding sources. The position is ideal for candidates with strong federal budgeting experience, particularly those familiar with OMB A-11 and OMB A-136 requirements.
Key Responsibilities:Manage and track appropriated and non-appropriated funds, ensuring accurate reporting of allocations, obligations, transfers, and expenditures.
Prepare budget execution reports, financial analyses, funding projections, apportionment requests, and submissions to OMB, Congress, and internal leadership.
Review and reconcile annual budgets, operating plans, and financial reports to ensure compliance with federal regulations and prevent potential ADA violations.
Monitor budget performance, analyze trends, and provide guidance to program managers on funding availability, usage requirements, and impacts of major spending decisions.
Perform federal budget operations including obligations, de-obligations, fund transfers, and preparation of financial documentation for grants, vendor payments, and purchase orders.
Conduct monthly and quarterly reconciliations of general ledger accounts, subsidiary reports, SF-133/SF-132 schedules, and child agency reporting.
Utilize advanced Excel tools (PivotTables, VLOOKUP) to extract, analyze, and present financial data.
Assist with audit preparation, support grant accrual calculations, review payroll worksheets, and ensure compliance with federal financial policies and internal controls.
Maintain documentation, safeguard confidential information, and stay current on federal regulations, accounting standards, and reporting requirements.
Qualifications:Bachelor's degree or equivalent relevant experience required.
Federal agency experience with OMB A-11 and familiarity with OMB A-136 reporting.
Knowledge of federal budgetary accounting, federal accounting systems, USSGL, and automated financial systems.
Proficiency in Microsoft Excel (PivotTables, VLOOKUP) and the full Microsoft Office Suite.
Experience preparing and analyzing financial and budgetary reports, reconciliations, and supporting documentation.
Strong analytical ability with proven experience interpreting complex financial data and recommending budgetary actions.
Excellent written and verbal communication skills with the ability to collaborate across finance, administrative, and program teams.
Ability to adapt to changing priorities, manage sensitive information, and maintain accuracy in a high-volume federal financial environment.
