There is a strong possibility that this position will be extended past 11/30/2014 depending on performance and funding.

 

The Sr. Business Analyst interfaces with the business and program areas to understand their product needs. From this understanding, the Sr. Business Analyst will work with the Project Manager and the business to define the scope of a project/release, develop requirement documents, use cases, activity diagrams, flowcharts and supplemental

specifications to describe the application requirements to support the project scope. Sr. Business Analyst must have excellent written and oral communication skills, be responsive to the changing needs of the business, able to analyze problems and recommend solutions either at the project or program level, taking into consideration

enterprise-level initiatives. Additionally, Sr. Business Analyst must have experience with building and maintaining highly effective relationships with multiple stakeholders.

 

Responsibilities

• The Senior Requirements Analyst serves as the liaison between the customer, the users and the technical team

• Develops an understanding with the requirement provider (customer) on the requirements

• Elicits requirements via interviews, facilitated requirements workshops, document analysis, surveys, customer site visits, business process analysis, work flow and task analysis, ensuring the right questions are asked to surface essential requirements information

• Evaluate the information gathered, reconcile conflicts, decompose high-level information into details, distinguish presented user requests from the underlying true needs, and develop solution ideas from requirements

• Obtains commitment to the requirements from all key stakeholders as identified in the project meeting plan and the project reporting plan

• Provides input into project management concerning the impacts and risks of requirements gathered

• Writes requirements specifications according to standard templates, using clear natural language, and assists in the prioritization of requirements

• Documents requirements in accordance with established templates using Use Cases, Scenarios Master Lists, Business Rules, Process Models and Flows, and screen mock ups

• Manages changes to the requirements as they evolve during the project by using the Configuration Management procedure

• Maintains bidirectional traceability among the requirements and the work products.

• Identifies inconsistencies between project plans and work products

• Define quality attributes, external interfaces, constraints, and other nonfunctional requirements

• Represent requirements using alternative views, such as analysis models (diagrams), prototypes, or scenarios

where appropriate

• Lead requirements analysis and verification, ensuring that requirement statements are complete, consistent,

concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards

• Participate in peer reviews and inspections of requirements documents. Participate in peer reviews of work products derived from requirements specifications to ensure that the requirements were interpreted correctly

• Enter, manipulate, and report on requirements stored in a commercial requirements management tool. Define requirement attributes and facilitate their use throughout the project

• Identify requirements errors and defects, and write requirements defect identification and notification reports

• Provide support in the development of Release Plans and Release Notes

• Manage changes to baseline requirements through effective application of change control processes and tools

• Establish and implement effective requirements practices, including use and continuous improvement of a requirements process. Assist with the development of the organization’s requirements engineering policies, procedures, and tools

• Implement ways to reuse requirements across projects

• Demonstrate the ability to identify issues and problems, and recommend solutions either at the project or program level, taking into consideration enterprise-level initiatives.

• Work with the Project Manager to define release scope and to provide time estimates for the work being requested. • Ask probing questions to fully understand business requirements and provide feedback to the business on the implications of requests

• Quickly understand issues and challenges faced by the business. Accurately and concisely articulate issues, risks, questions, and recommendations to customers, team members and management

• Build and maintain highly effective relationships with all teams and vendors. Ensure relationships with the customers and cross-team members are professional and meet management expectations

• Demonstrate excellent communication skills, both spoken and written

• Update project status for all the projects in the portfolio.

 

Contractors are expected to provide their own equipment (such as laptop, PDA/Phone, software) to support the role.
