Job Overview
ING Hubs Philippines’ risk governance structure follows ING Bank’s three lines of defence model which aims to provide sound governance framework for risk management.
First line of defence (1LoD)
Each department and business line has the primary ownership, accountability, and responsibility for assessing, controlling, and mitigating all financial and non-financial risks affecting their businesses and for the completeness and accuracy of financial statements and risk reports with respect to their responsible areas.
The Senior BCM Officer sits within the COO – Operational Design, Control, and Resilience (ODCR) Team which drives the risk and control activities in the 1LoD. This role reports to the ODCR Lead.
The Senior BCM Officer is responsible for leading and managing the development, implementation, and maintenance of the ING Hubs Philippines’ Business Continuity (BC) and Operational Resilience (OR) strategy, following Global and local policies, procedures, and recognized best practices.
Key Responsibilities
Strategic Planning and Execution
Develop and maintain an organization-level BC and OR strategyUnderstand specific operational and/or regulatory requirements surrounding BC and OR; provide guidance in the development of solutions to meet these requirementsEstablish or improve the management system approach to BC and OR assessment, documentation, maintenance, and testingFacilitate the regular review and update of business impact analysis (BIA), business continuity plans (BCP), crisis management plan (CMP), and all other BC and OR documentsPrepare and conduct regular BC and OR exercises to test the adequacy of existing plans and strategiesAssist Management Committee during crisis or service disruption events and contribute to process improvement initiativesCoordination and Reporting
Coordinate efforts with relevant stakeholders to ensure successful execution of BC and OR strategyConduct regular meetings with Crisis Management Organization (CMO) to provide updates on strategy and initiatives and to report on any identified crisisRisk Management
As Local Control Owner of Business Continuity and Operational Resilience Control Standard -Facilitate gap analysis/impact assessment and monitor the remediation of gaps related to global policies, control standards, and/or regulatory requirementsEnsure the timely and proper documentation of controls in the system (iRisk)Coordinate for a proper and timely control testing and evaluationReport activities and updates to the local Non-Financial Risk CommitteeTraining and Awareness
Ensure adequate understanding of BC strategy and related policies and processes across the organizationDevelop and conduct training sessions on BC and OR related topicsEnsure timely release of reports on lessons learned from actual crisis scenariosMaintain knowledge and understanding of ING Hubs PH’s services and business processesKey Capabilities/Experience
At least ten (10) years of banking experience, specifically in the field of Business Continuity Management.Minimum Qualifications
People management/leadership experience is a mustDemonstrable competency in the planning, documentation, implementation/execution, maintenance, and testing of overall BC and OR framework and crisis management programsAble to think strategically and drive tactical executionFluent in English (written and spoken); with good communication and presentation skillsAble to liaise and collaborate with a broad range of individuals, including Senior Management and Global stakeholdersCapable to train others, transfer knowledge, and share expertiseAble to work well, apply sound judgment, and make timely decisions under pressureProactive, self-starter, and requires minimal supervisionAble to establish a good working relationship among colleaguesExperience with international/global financial institution is an advantage
