Senior Capture Manager

**Overview**
CIS Secure and it's associated companies, Intrepid Solutions and Darkblade Systems – have come together as a global leader in cybersecurity solutions and professional services – is seeking a Sr. Capture Manager with preferred experience in the DoD and Army communities. This person would be a senior member of the business development team who is responsible for initiating, leading, and supporting comprehensive capture efforts across a series of strategic and opportunities. The goal of this capture effort is to position CIS Secure to win new business as Prime Contractor on Full & Open Programs and Contracts.
The qualified candidate must thrive in an environment where they are responsible for the management and execution of the full capture life-cycle across multiple priority pursuits and proposals. Focus areas are DoD, the Army Responsive Strategic Sourcing for Services (RS3) contract Vehicle, and other agencies as directed. The individual will lead strategic capture activities for targeted customer agencies and major procurements to expand our business, relationships, and impact across the marketplace. Ideally, the candidate should be able to discuss demonstrable success within specific organizations and/or contract vehicles.
We are a small, focused team looking for a highly motivated, detail-oriented, self-directed team player whose goal is to distinguish his/her performance within a mid-size services organization. The position is highly visible to senior leadership and will be measured by an ability to accelerate the capture of new business for services and tactical communications work. The candidate must understand and support our proposal process to maximize the impact of CIS Secure products and services. This individual will work across functional areas and team members including BD, Technology Solutions, and operational leadership to execute capture strategy for key organizations and procurements. This includes detailed opportunity shaping with key Government agency leaders, targeted partners, teammates, and vendors to deliver winning solutions with insightful competitive analysis.
**Responsibilities**
The individual will gather, assess, and validate customer requirements, working closely with BD leads – identifying related needs and constraints that impact the winning solution. The candidate will develop value propositions through program strategies, project plans and early win strategies that support the strategy throughout the Capture life-cycle. The candidate will exercise sound judgment within broadly defined practices and policies; regularly interact with various of management, functional POCs, staff, and customers; and display a high degree of tact and diplomacy. Successful characteristics include: existing roles where successful capture has been achieved; business and technical vision; disciplined strategic thinking; strong customer relationship development; “roll up your sleeves” mentality, diligence and commitment to develop business; analytical presentation and problem solving skills; and the ability to establish and maintain solid working relationships and communication with technical staff, managers, and peers.
+ Lead $50M- $500M captures, including strategy, call plan development and execution, opportunity shaping, teaming, and strategic proposal support
+ Focus on Department of Defense (DoD), Intelligence Community (IC), including SITE III, RS3, GSA MAS/GSA OASIS, and other priority Agency pursuits.
+ Responsible for pipeline development of strategic, tactical, and organic growth activities:
+ Support pipeline analysis, planning, and management through opportunity reviews, metrics, and pipeline tools
+ Use and understand various acquisition intelligence and forecasting sources
+ Contribute to Bid/No Bid Decisions
+ Plan and participate in capture activities, to include white papers, RFIs, sources sought, workshops, opportunity gate reviews, black hat sessions, collaboration sessions, and proposal reviews.
+ Conduct and assist with gathering, assessing and validating customer requirements, identifying gaps and emerging requirements. Review Draft and Final RFPs, lead competitive analysis, price-to-win, and technology analysis activities that are supported by our entire team.
+ Develop value propositions, support business cases and project plans, and develop win strategies.
+ Develop capture plans for building program of record (POR) relationships with CIS Tactical Communication solutions across specific DoD customer base.
+ Communicate resource needs and leverage resources assigned, collaborating with subject and technical matter experts, functional leads, and Program Managers.
+ Conduct after action reviews for all business opportunities, document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
+ Provide moderate support for capture program proposals and reviews.
**OPERATING HOURS AND EXPECTATIONS:**
+ This position anticipates standard work hours, Monday-Friday, with occasional surge periods based on workload.
+ This position is expected to perform work on-site at the Ashburn headquarters unless off-site for customer/partner meetings or attending industry related events.
**TRAVEL:**
+ Some travel to industry events and customer sites in support of capture activities should be expected, ~25%.
**Qualifications**
**CLEARANCE:**
+ This position does not require an active security clearance at the time of application.
+ Must have the ability to obtain and maintain a government security clearance, required.
**EDUCATION:**
+ Bachelor's degree in a related field.
+ Additional years of experience may be substituted for the formal degree requirement.
**CERTIFICATION(S):**
+ None
**REQUIRED SKILLS AND EXPERIENCE:**
+ 7+ years of related experience.
+ Extensive knowledge, experience, and success in winning Federal, DoD, or Intelligence Community (IC) captures of large-scale opportunities $50M+.
+ Demonstrated understanding of contract types (non-IDIQ, IDIQ - single or multiple award contracts), as well as payment types (e.g., FFP, T&M, cost plus). Demonstrated working knowledge of the Federal Acquisition Regulations (FAR).
+ Ability to work and execute a quick reaction process for all government responses. Ability to influence constructively and interact across the corporate structure.
+ Excellent interpersonal, problem solving, and business acumen.
+ Leadership skills to develop, organize and execute significant capture activities, including building industry teams, assessing win probability, ensuring execution of customer call plans to shape acquisitions to respond to and win business with new/existing customers.
+ Confidence and experience dealing with executives; ability to work efficiently in fast-paced, time-sensitive and often multi-tasking environment.
+ Ability to use automated tools such as Microsoft Office and SalesForce pipeline management tools to present ideas, information, and reports.
**PREFERRED SKILLS AND EXPERIENCE:**
+ Previous Army, DoD, IC, and DIA SITE III, Army RS3, and GSA OASIS and MAS capture experience.
+ Strong Government and industry relationships that were associated with previous successful capture efforts.
+ Experience with federal government budget, investments, and acquisition processes.
+ Ability to gain internal support and establish a solid working relationship with technical staff, division managers, and peers.
+ Ability to deliver and willingness to provide effective coaching, mentoring, and training of the capture and proposal process.
+ A proven history of action and problem solving.

**Pay Range:** $170,000.00 - $220,000.00 per year
