About Position
Sr. Commissioning Manager is responsible for managing and coordination of all commissioning groups and specialists during commissioning, trial phase and acceptance tests to achieve the performance acceptance test according to the overall targets agreed for the Project and in line with the technical specification of the Contract; He/She ensures the safety at site during commissioning and represents the commissioning team in front of the client.

Roles and Responsibilities

Commissioning Plan: Developing the overall commissioning plan, commissioning standards, operating procedures and guidelines considering the Schedule, budget, quality, EHS and cost targets for the Project. Scheduling and managing mechanical, electrical, and C&I activities to achieve the commissioning programmed objectives; Global preparations for commissioning with the commissioning Engineers and with the client (Commissioning procedures and commissioning planning).

Execution of Commissioning works: Implementing through the site commissioning team, the execution of all commissioning activities on Site from pre-commissioning to final acceptance test. Ensuring that sound working practices re employed and work is always carried out in according to the guidelines.

Site Organization: Defining the necessary resources for the execution of site commissioning works. Organizing the commissioning team and ensuring that the team members have clearly defined roles and responsibilities, interfaces with other functions are clarified and employees are trained and empowered to carry out their roles.

EHS: Implementing a Site EHS plan for Site Commissioning works that is consistent with GE Vernova policy and Management Systems. Ensuring that the plan is clearly communicated to all Site Commissioning staff.

Site Schedule: Drives the commissioning works according to the Sit/e Schedule; Short-term planning (deadlines) of COM activities; Responsible for planning of the client on-the-job training during commissioning.

Interfaces: The border and interfaces between erection and commissioning activities to ensure the smooth handover of systems. Liaising with other departments and external agencies on all interface issues having a programme impact; responsible for the Work Permit Procedure.

Risks and Opportunities: Ensuring that any deviations from contractual obligations are escalated to the PMCC/PD in a timely manner. Proposing and technically justifying any additional works, services, or equipment.

Performance Management Process: Inputs into the performance assessments for Commissioning staff. Providing regular feedback and development opportunities to employees; Verify that the inspections and tests are performed according to the customer contract; Responsibility for feed-back of experience to stakeholders.

Reporting:  Producing appropriate progress reports including KPI tracking to support management decision-making. Comprehensive and timely communications on the commissioning status to relevant stakeholders. This includes the early identification of issues that may impinge on the successful execution of the Project.

Management of (sub-)contractors: Actively manages all third parties to optimize the execution of the commissioning activities linked to the defined work package(s). Creates team spirit by encouraging a common purpose and direction.

Knowledge capture: Actively participating at Gate Reviews and in the production of the Project closeout report to support the return of experience.

Required qualifications:

Graduate in engineering / equivalent with 15 to 20 years of experience in Hydro Power plant commissioning,

Desired Characteristics

Field experience in the power generation industry.

Strong oral and written communication skills.

Strong interpersonal and leadership skills.

Driving for results – ability to implement to tight time schedules

Site Commissioning experience is a must with knowledge of key power plant systems

Demonstrated ability to analyze and solve problems.

Able to interface effectively with all levels of the organization.

Considered an expert in the field of commissioning.
