Senior Communications Systems Engineer - Active TS/SCI eligible

GDIT is seeking a Senior Systems Engineer to support secured communications for FEMA’s Office of National Continuity Programs in Washington D.C.  The role will be responsible for a wide variety of continuity communications roles.

Candidate must be local to the area. US Citizenship is a requirement.

HOW A SYSTEMS ENGINEER WILL MAKE AN IMPACT

Manage the configuration, maintenance, troubleshooting, repair, and deployment of Cisco networking equipment.Plan, configure, test, and implement new network architecture elements associated with LAN/WAN expansion and existing customer footprint augmentation.Manage inventory control documents and life cycle maintenance schedules associated with operational equipment.Provide feedback and guidance in developing solutions to unique mission requirements involving replacement, upgrades, and augmentations to existing communications capabilities.Document standard operating procedures, routine tasks, updates to systems information in manuals, diagrams, reports, and flow charts.Assist directly in logistics operations pertaining to acquisition, receipt, relocation, and deployment of equipment.Assist in the planning and implementation of FEMA strategic communications initiatives.Provide presentations to FEMA leadership outlining program initiatives, strategic planning and implementation strategies, and partner agency operations.Identify and prioritize key communications requirements relevant to the FEMA’s strategic plan.Provided consultation for FEMA leadership in joint agency stakeholder meetings.Review and evaluate agency standards, policies, and procedures, and liaise with other agencies for national security, emergency, and exercise planning.

The ideal candidate will meet most the following criteria:

Firm grasp of IP routing and switching technologies with special emphasis on carrier ethernet architecture, 802.1ad and 802.1Q-in-Q switching, and multiprotocol label switching/dense wavelength division multiplexing (MPLS/DWDM) transport capabilities.Working knowledge of Windows 10, Windows Server 2019, Windows active directory, and Cisco Unified Communications Manager (CUCM).Familiar with technical configuration and operation of High Assurance Internet Protocol Encryptors (HAIPE).Knowledge of generally accepted standards pertaining to technical writing/documentation associated with operational requirements documents, standard operating procedures, and quick reference guides.Knowledge of administration of ESXi hosts and VMware virtual environments.Experience in troubleshooting complex communications problems using specialized testing equipment such as spectrum analyzers, optical time domain reflectometers (OTDR), bit error rate testers, network traffic analyzers, and packet inspection equipment.Understanding of network protocols such as ICMP, IGP, BGP, FTP, SSH, DNS, SRTP, SIP, and DHCP.Highly knowledgeable in planning and coordinating emergency response activities pertaining to continuity of operations, continuity of government, mission essential functions, and national security programs.Understanding of High-Altitude Electromagnetic Pulse (HEMP) capabilities and mitigation strategies to guard against associated damage to communications systems.Clear understanding of the strategic relationship between FEMA/DHS, the Department of Defense, and the Executive Office of the PresidentKnowledgeable of Presidential Policy Directives (PPDs), Executive Orders (EO), and other key policy documents relevant to the implementation on continuity communications standards for clients designated in the Presidential line of succession.Moderate understanding of the technology and architecture of the Defense Red Switch Network (DRSN)Understanding of the Joint Chiefs of Staff (JCS) Emergency Action Procedure (EAP) volume VI conferences

WHAT YOU’LL NEED TO SUCCEED

Available for travel within the continental United States for periods of time up to two weeks in support of mission activities.Possesses an active TOP SECRET/SCI clearance and possesses eligibility requirements to access sensitive compartmented information.Must possess excellent written and verbal communications skills with the ability to articulate complex mission information to members of U.S. Government’s leadership.Be capable of establishing and cultivating friendly relationships with partner agency personnel, third party equipment providers, and sibling programs internal to FEMA.Must be self-sufficient and capable of maintaining required operational tempo when working autonomously or with minimal supervision.Work location will be Washington D.C. with limited travel to Bluemont, VA and offices in the DMV area.  Work hours are flexible, but contract staff must meet minimal requirements on a weekly basis.  CONUS travel is at the request of the customer.Must be able to obtain a Security + certification within 90 days.
