Senior Community Development Manager
Job Purpose & Scope Serves as a strategic leader, addressing the needs of low- and moderate-income (LMI) individuals, families, and small businesses within assigned markets. This role focuses on building impactful partnerships with community organizations, financial institutions, academic institutions, and government agencies to develop innovative and measurable solutions. Essential Job Functions + Serves as the CRA/CD Subject Matter Expert (SME), providing strategic guidance within assigned coverage areas. + Drives initiatives that enhance the Bank’s CRA, HMDA, and Community Development (“CD”) performance by strengthening qualifying lending, investments, and services that address community needs effectively while aligning with the Bank’s business model and commitment to achieving no less than a “Satisfactory” CRA rating. + Mentors, supports and guides Community Development Managers to ensure consistent execution of CRA/CD strategies. + Conducts and interprets CRA and CD needs assessments and performance analyses, including economic market research and community trends, and other regulatory benchmarks. + Collects and evaluates CD lending, investment, and service performance data for assigned coverage areas. + Presents CRA, HMDA, and CD performance reporting to market, division, and state leadership including recommendations to improve or maintain performance. + Monitors and stays abreast of the market LOBs and pipeline of CD qualifying lending and investment opportunities in assigned coverage areas. + Collaborates with leadership within assigned coverage areas regarding community development referrals, volunteer services, and training. + Identifies, builds, and maintains strong partnerships in the Bank’s LMI communities that meet the Bank’s CRA/CD strategy and goals, including relationships with key community influencers, advocates, policy and civic organizations, local-city-state governments, and other national, regional, and local nonprofits that serve the needs of the LMI. + Represents the Bank by serving on nonprofit boards and attending community events. + Identifies and recommends volunteer opportunities for Bank Employees to participate in to meet established goals. + Prepares and submits examination-ready Self-Assessments, including Performance Context (“PC”). + Leads CD projects and initiatives including the processing and review of Federal Home Loan Bank (FHLB) grants, disaster response efforts and LMI branch planning. + Assists the Bank with Fair Lending matters within coverage area, as necessary. + Travels within the assigned coverage area at least 25% of time. + Regularly exercise discretion and judgment in the performance of essential job functions. + Maintains good punctuality and attendance to work. + Follows Bank policy, procedures, and guidelines. Knowledge, Skills & Abilities + Comprehensive knowledge of Community Development, Regulation BB –Community Reinvestment Act and other applicable laws and regulations including reporting requirements. + Knowledge of government subsidies, down-payment assistance, Low Income Housing Tax Credits (“LIHTC”), and related programs. + Knowledge of Bank products and services. + Ability to mentor and provide guidance to Community Development Managers, leveraging experience to ensure successful execution of CRA/CD strategies. + Ability to effectively build relationships within the community and Assessment Area(s) + Ability to identify areas of opportunity within the Bank’s footprint. + Ability to prepare written documents in regulatory style and format. + Ability to work independently without close supervision. + Ability to produce accurate, thorough, and timely work product. + Ability to foster effective partnerships with diverse teams, both internally and externally. + Ability to work on multiple projects at once with exacting deadlines and adjust to changing priorities. + Ability to demonstrate initiative to accomplish work objectives. + Ability to demonstrate effective organization, critical thinking, analytical and problem-solving skills. + Ability to attend evening and weekend events on behalf of the bank. + Ability to travel. + Skill in outreach, including interpersonal and relationship management. + Skill in networking and engaging with community partners and resource providers, including serving on the boards and committees of not-for-profit organizations and attending community events. + Skill in presentation and communication, both written and verbal. + Skill in planning and organization with excellent attention to detail. + Skill in using computer and Microsoft Office, including Outlook, Word, PowerPoint, and Excel. Basic Qualifications + Bachelor’s Degree or commensurate work experience, required. + 7+ years of work experience in Community Development, required. + Experience in CRA/CD compliance and analytics, required.
