Description
The County of San Mateo Health System - Family Health Services is looking for an experienced individual to serve as the Senior Community Worker - Limited Term to serve the Oral Public Health Program / Local Oral Health Program.
The San Mateo County (SMC) Oral Public Health Program (OPHP) / Local Oral Health Program (LOHP) (https://www.smchealth.org/oral-health) was formed in 2018 from funding from the California Department of Public Health’s Office of Oral Health (OOH). (https://www.cdph.ca.gov/Programs/CCDPHP/DCDIC/CDCB/Pages/OralHealthProgram/OralHealthProgram.aspx) The program is one of 61 Local Health Jurisdictions across the state receiving OOH funding to implement the 2022-27 LOHP Workplan (https://www.smchealth.org/sites/main/files/file-attachments/2022\_-\_2027\_work\_plan\_ca\_local\_oral\_health\_programs.pdf?1682452993) . The vision (https://www.smchealth.org/post/vision-mission-and-values-0) of the OPHP / LOHP is to create the conditions in SMC for oral health for all, so everyone can be healthier.
The San Mateo County Local Oral Health Program is responsible for working on a state issued Workplan which focuses on improving the oral health of children and pregnant people from historically marginalized communities, the majority of which receive Medi-Cal health insurance. The Workplan focuses on implementing oral health programs at elementary schools, bringing services to children to increase access and decrease common barriers to care.
The SMC Workplan Objectives also focus on conducting oral public health processes (Needs Assessment, Workplan Implementation, and Evaluation), as well as oral health education, oral health literacy campaigns, community partnership building, and upstream activities like policy advocacy and workforce development. The OPHP/ LOHP is guided by an Advisory Committee made up of partners from sectors of focus in the Workplan (schools, community-based organizations, medical and dental offices). The LOHP work is led by a full time Senior Community Health Planner. The OPHP/ LOHP is also a member of the longstanding SMC Oral Health Coalition, (https://www.smchealth.org/oralcoalition) participating on the Coalition’s Core Team and Children’s Workgroup.
KEY RESPONSIBILITIES
Some of the responsibilities of the Senior Community Worker will include:
+ Assist in planning, implementing, and evaluating activities associated with each of the Oral Public Health Program’s required program objectives in the Office of Oral Health-issued Workplan. + Research, create, implement, and evaluate oral health educational curricula at public elementary school sites and at partner community-based organizations.
+ Create culturally tailored oral health educational flyers, infographics, and handouts and have translated into multiple languages.
+ Train elementary school staff and other community partners on how to implement and report required school dental program activities, including the Kindergarten Oral Health Assessment, (https://www.smchealth.org/kindergarten-oral-health-assessment) oral health education, and school based preventive service programs.
+ Plan and implement the American Academy of Pediatrics “Brush, Book, Bed” (https://www.aap.org/en/patient-care/oral-health/oral-health-resources-for-families/) oral health literacy campaign with partnering medical clinics and community-based organizations.
+ Assist in community outreach, partnership building, tabling at community events, and associated activities, including assembling toothbrush kits on a regular basis for OPHP and partners.
+ Assist in ordering and distributing oral health educational materials and supplies.
+ Create new content and update existing content on the OPHP webpage.
+ Establish positive working relationships with OPHP internal and external partners.
+ Participate in the OPHP’s Advisory Committee and the San Mateo County Oral Health Coalition.
+ Have or obtain knowledge about public health principles
+ Perform other duties within the Sr. Community Worker job scope as assigned.
The current vacancy is a Full-Time, Limited Term position. The duration of this assignment is expected to be up to three years.
The ideal candidate has a Bachelor's degree and at least two years of recent experience in public health program development, implementation, and evaluation. The ideal candidate will have an interest or recent experience in oral health.
NOTE: This is a limited-term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way of gaining the knowledge and skills is:
+ Two years of experience providing community services of a remedial and educational nature which includes experience counseling and conducting outreach to the client population served.
Licensure/Certification:
Some positions may require possession of a class C California driver license or equivalent.
Physical Demands:
Must possess mobility to work in the field as well as an office environment; to operate a motor vehicle for home visits, jail visits, to attend meetings, and visit various County sites; to inspect sites including client homes; vision and smell to assess environmental situations, identify conditions, and to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. The job involves fieldwork requiring frequent walking on uneven terrain and climbing and descending structures to access client homes and interact with members of the community. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work. Employees must possess the ability to lift and carry materials, objects, and children weighing up to 60 pounds, with the use of proper equipment.
Environmental Elements:
Employees frequently work outdoors and are exposed to varying weather conditions, loud or excessive noise levels, unpleasant odors, dust, fumes, allergens, vermin, parasites, or insects, toxic substances; infectious agents, and cold and/or hot temperatures. Incumbents may be exposed to blood and body fluids performing duties. Protective clothing such as gloves, masks, or gown may be necessary when performing client assessments or when supporting client job training. Employees may interact with members of the public or with staff in a highly emotional setting while interpreting and enforcing departmental policies and procedures.
