Audit, Risk & ComplianceWorking closely with the Canadian Capital Markets (“CM”) CCO, Managing Director, Trade Surveillance, and Director, Control Room, this role helps lead the strategic direction of CM Compliance through centralized governance, championing the effective implementation, maintenance, and administration of the Canadian Capital Markets Compliance Program, and management of Enterprise Compliance Program (“ECP”) and Operational Non-Financial Risk (“ONFR”) in CM Compliance. The incumbent will be responsible for effective administration of all aspects of these programs, including management reporting.
Accountabilities
A. Capital Markets Compliance Program – Governance, Execution and Support
Develop and maintain a high degree of expertise on the Enterprise Compliance Program (“ECP”) and the Operational Non-Financial Risk (“ONFR”) Program, and applicable manuals and guidance;
Act as one of CM Compliance’s primary contact for ECP and ONFR matters;
Act as a centralized point of contact within CM Compliance for the Enterprise Compliance team (CPM) in order to disseminate information consistently;
Lead, in partnership with the Line of Business, Capital Markets ECP and ONFR-related effective challenge activities and documenting the work in GRCE;
Provide regular reporting and analysis to CM Compliance management using GRCE (Global Regulatory and Compliance Engine) extracts to illustrate the status of the compliance book of record in CM, and drive quality assurance recommendations around outcomes of QAIP reviews;
Identify training needs and address gaps;
Identify possible enhancements to CM Compliance’s tools and processes for compliance oversight and communicate them to the CM Compliance Leadership Team;
Anticipate potential consequences of unaddressed risk factors or shortfalls in ECP and ONFR implementation and recommend appropriate enhancements;
Identify trends and escalate high profile or high-risk ECP and ONFR matters to the CM Compliance management CDN CCO to ensure visibility and prompt resolution; and
Prepare second-line statistical reporting from GRCE on the effectiveness of CM’s Compliance Program.
Proactively identify program developments in ECP and ONFR policy and methodology to assist the CCO, MD Trade Surveillance, and Director control room to effectively advocate on behalf of the CM Compliance group related to potential program changes.
Effectively communicate and administer new requirements to ECP and ONFR programs.
B. Change Management
Help maintain and create Trade Surveillance related policies and procedures in response to regulatory developments, new testing requirements, or remediation activity;
Help manage end-to-end ownership of the planning, coordination and management of significant CM Compliance initiatives, including regulatory developments;
Proactively examine opportunities to improve existing processes and identify common themes, trends and synergies in order to identify matters that should be managed through a formal work effort;
Develop and document a comprehensive plan for each formal work effort, including helping manage internal examinations and audits, to deliver specific results within committed timelines and to allow appropriate time for quality control and peer review;
Leverage best practices and influence stakeholders to resolve issues that impede key deliverables or progress;
Monitor and report on key milestones, issues, risks and dependencies and promptly escalate, with solutions-based focus, where ability to adhere to deadlines is in jeopardy;
Develop and communicate plans, progress, program outcomes and recommendations effectively and efficiently, orally, in writing, and by leveraging technology, to CM Compliance leadership, business leadership, other support areas and auditors; and
Develop policies, procedures, tools and templates designed to support the compliance function.
C. Relationships - Contacts & Scope of Influence
Work closely with the CDN CCO, Managing Director, Trade Surveillance, and Director, Control Room to ensure maturity and sustainability of the CM Compliance Program;
Manage and maintain relationships with the Enterprise Compliance team on behalf of CM;
Work closely with peers across Compliance on best practices and shared approach to the ECP and ONFR Program; and
Represent CM Compliance on committees, communities, and focus groups established by the Enterprise Compliance team and/or the CDN CCO.
When acting as CM Compliance representative, inform CM Compliance management on an ongoing basis of key developments.

$74,800.00 - $138,600.00Pay Type:

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
