Summary GAO supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. GAO, commonly referred to as the investigative arm of Congress, or the congressional watchdog, is independent and nonpartisan. GAO assists Congress in making informed decisions by providing information on policy and program issues, as well as by providing recommendations to make government more effective and responsive. Responsibilities Band IIA employees apply mastery of audit and evaluation design and implementation to highly complex tasks, assignments, and projects. Band IIA staff plan and carry out assignments with substantial independence, resolving most conflicts, coordinating with others as needed, and keeping the supervisor or project leader informed of progress and potentially controversial matters. Assignments often require Band IIAs to use initiative in deviating from standard methods and to analyze a variety of unusual problems. Completed assignments affect a wide range of GAO activities or the operations of other agencies. Duties of Band IIA staff involved in engagement execution include, but are not limited to, the following: Supports engagement execution, including responsibility for engagement stages through design, data collection and analysis, message development, and drafting segments of products that are technically complete and appropriately targeted to the audience; Supports teamwork, collaboration, coordination, and matrixing by developing productive relationships with internal and external parties; Leads low-risk engagements where scope, methodology, and client needs are well defined; Prioritizes the team's work when leading, ensuring quality and value for all segments or products; Assists Designated Performance Managers in coaching and mentoring staff by giving input for rating performance, recognizing high performance, addressing performance problems, providing feedback, and recommending developmental opportunities when leading engagements; Ensures work is done according to professional standards and GAO's core values and policies; Assists in the analysis of software systems using knowledge of techniques, procedures, and processes such as operating system theory, data structures, computer system architecture, software engineering, and computer communications; and Engages in discussions related to computer software concepts, such as data representation, data structures, file systems, operating systems, computer languages, software development methodologies, and network protocols. Requirements Conditions of Employment You must meet all qualification requirements by the effective date of promotion. Must be a current full-time or part-time GAO employee on a permanent appointment. You MUST meet the Basic IOR Education Requirements and experience requirements for this position by 5/18/2025 (effective date of promotion). You must provide transcripts with your application verifying you meet the education requirements for this position before the close of this vacancy announcement. If transcripts are not uploaded with the application your application will be considered incomplete and will not be considered. Job locations are based on agency needs. Generally, you will remain in your current official duty station (ODS) if selected. However, based on agency needs, you may be offered a position in a different location and if you accept, your ODS will change. Qualifications Band IIA Must be a full-time or part-time GAO employee on a permanent appointment. In addition, applicants must meet either of the two following criteria by May 18, 2025 (effective date of the promotions): (1) have a minimum of 104 weeks of GAO experience, equivalent to at least the next lower band level (PE-I, PA-I, PT-II, PT-I, AC-III, AC-IV), in a position focused on conducting research, quantitative and qualitative analysis, or program evaluations; or (b) have 78 weeks of GAO experience, equivalent to at least the next lower band level (PE-I, PA-I, PT-II, PT-I, AC-III, AC-IV), in a position focused on conducting research, quantitative and qualitative analysis, or program evaluations, and have a minimum of 52 weeks of directly related work experience prior to starting work at GAO by May 18, 2025. In addition to meeting the requirements listed above, ALL applicants must meet the following 2 selective placement factors: (1) Extensive experience and demonstrated abilities in analyzing key aspects of automated information systems, such as development, acquisition, testing, operation, and maintenance. (2) Extensive experience and demonstrated abilities in analyzing elements of one or more of the following information technology domains: information security, enterprise architecture, information management, investment management, and telecommunications. Education Applicants must have a Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
