GENERAL DESCRIPTION:
The Wyoming Community College Commission is responsible for gathering post-secondary education data and making the data available to integrate into a common database and State Longitudinal Data System (SLDS). The Commission partners with the University of Wyoming and the community colleges (CC) to gather the data, and provide the necessary reporting to the legislature. This position supports the aggregation of data that contributes to the Statewide Longitudinal Data System. The Community College Commission is seeking an innovative individual to provide reporting and technical support for the Commission and the 8 Community College Districts' administrative computing environment. This can include supporting regulatory reporting requirements and ad hoc requests for multiple sources. These sources can include the Commission, the college’s Institutional Researchers, Presidents, and Legislative requests. Support includes troubleshooting and improving the processes and systems that support the work of the Commission. In addition, this position can serve on special statewide committees, as well as consultation with the eight Community College Institutional Researchers. This position frequently works independently and solves problems with little supervision. Remote work is negotiable.

+ Communicate effectively with entities whose data is being obtained.
+ Have a strong business analysis background
+ Implement best practices in building staging data repositories that will be used to create accurate reports.
+ Provide input into designing and building out the SLDS beyond just the data obtained by the colleges and UW.
+ Makes presentations to technical and non-technical management audiences
+ Meet and correspond with the CC Institutional Research (IR) staff at each of these institutions to determine how their data is entered and how it will ultimately be transferred to a central location for reporting.
+ Supports multiple programs that require reporting
+ Provide analysis of the data collected.
+ Ability to provide technical and miscellaneous support to customers and users on installing, troubleshooting, and using custom software applications.
+ Work with customers to design, develop, and implement new Tableau reports that will improve their business processes or improve their services.
+ Ability to work under various project methodologies such as Agile Ability to independently set goals and achieve established deadlines
+ Lead in revision, repair, or expansion of existing reporting to increase operating efficiency or adapt to new requirements.
+ Act as the project manager for commission-related IT projects
+ Communicate design requirements to technical and non-technical personnel.
+ Assign work to others and review that work, prior to it being moved into production.
+ Write, maintain, and implement project plans for IT projects.
+ Contribute to and maintain backup and recovery plans, and the processes needed for system recovery.
+ Analyze business problems, design automated solutions, prepare formal proposals, develop plans for implementing solutions, manage projects, mentor programmer analysts, and provide support for client agencies' complex automated applications.
+ Train other personnel to support the applications.
+ Make presentations to technical and non-technical management and non-management personnel using a variety of tools.
+ Providing technical language for RFPs, and assisting with the evaluation of RFP responses.
+ Work with IT management to identify and specify extremely complex business requirements and processes.
+ Act as the principal designer for reporting requirements
+ Be a mentor for others with less experience.
+ Work at this level is distinguished by a high level of specialized technical competence and substantial work experience, effective communication skills using rational arguments and facts, and extensive independence of action required to accomplish program goals.
+ Establish and maintain standards as required and apply industry best practice policies.
Qualifications
KNOWLEDGE:
+ Expertise in designing databases used for reporting
+ Familiarity with SAP tools
+ R-Studio experience
+ Tableau experience
+ Proficiency using at writing T-SQL queries
+ Ability to write web services, and use web services to load data into a database
+ Knowledge of how to write web applications
+ Knowledge of cloud technologies is a bonus
+ Familiarity using Envision Tool Kit Unix experience preferred
+ Expertise in analyzing business requirements, and creating the necessary reports from the business requirements
+ A high degree of familiarity with security and best practices as they relate to protecting data in rest and in motion
+ Knowledge of database performance and tuning
+ Knowledge of data warehousing and business intelligence tools
+ Knowledge of employing information technology to meet business requirements.
+ Knowledge of system development lifecycle.
+ Knowledge of Relational database design, structure, use, and tuning, preferably MS SQL.
+ Knowledge of the RFP process and how it is used
+ Knowledge of operating systems, including MVS, Microsoft XP, and Unix/Linux, and how to stay educated about new technology.
+ Knowledge of technical service management.
+ Knowledge of application integration techniques.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Computer Technology)
Experience:
1-2 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Analyst
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Analyst
