Construction Engineers: Coordinates, inspects, and controls the work of construction contractors assigned to perform energy services contract work at Customer facilities. Ensures that quality workmanship is maintained at all times and in accordance with applicable construction procedures, methods, codes and specifications. Projects will include electrical, civil, mechanical, instrumentation & control engineering disciplines.
Manager of Construction: Manages the construction engineering staff to ensure that energy services construction work at Customer facilities are assigned and executed in accordance with project schedule, authorized budget, and in conformance with the approved engineering design, contract documents, and all codes and standards; as applicable.
Responsibilities Perform detailed inspection and evaluation of various equipment and systems from the perspective of a design engineer for proper installation, problem identification and trouble-shooting or improvement. Review tasks undertaken by others in the group and provide guidance during project initiation and scoping as to project organization and goals Evaluate technical proposals & functional designs and provide failure analysis as needed for various disciplines, and provide recommendations based on sound engineering principles to NYPA Engineering for review. Supervise the activities of site field office personnel to verify contractor performance to comply with contract and design specifications. Act as liaison between Headquarters and on-site staff in the provision of principal on-site construction expertise. Provide technical guidance in on-site O&M and start-up activities when necessary. Render technical or design recommendations to the cognizant design engineer acquainted with the design, when necessary. Manage field changes with Change Order and engineering procedures. Review construction drawings, specifications, and related documents for constructability, milestone schedules, and deliverables of major equipment. Make comments and recommendations for construction logistics including site layout, temporary structures / accommodations, and project accessibility. Anticipate field construction constraints and initiate corrective actions. Recommend improvements for increased field productivity and provide support to field personnel on construction problems relative to contact documents interpretation, labor relations, cost and schedule and general construction items. Interface with Construction Engineers / Project Managers and provide guidance and direction in solving field erecting/construction problems. Prepare and review construction cost estimates. Review site budget administration of all cumulative Construction Management activities and resolve claims by contractors. Attend the Contractor’s Weekly Safety Toolbox Meetings as well as the Daily Task Meetings for the Contractors. Review Scheduling Conflicts. Coordinate staffing obtaining and holding “clearances”. Knowledge, Skills and Abilities Solid quantitative skills founded on fundamental and/or advanced engineering principles and theory to analyze data and report results. Expert knowledge of and extensive familiarity of current codes, standards and regulations Demonstrated expertise in the analysis, design configuration and construction processes. Ability to conceptualize problems, develop and layout construction plans, sections and details for original details, repairs, retrofits and modifications to structures Ability to investigate what is not intuitive, anticipate problems and field construction constraints, and make recommendations as to the best course of action. Demonstrated abilities that illustrate initiative, communications, problem-solving, adaptability, planning and organization management. Ability to act as a role model and provide guidance to junior engineers Excellent interpersonal skills & strong negotiation skills. Written communications required include; internal and external correspondence and progress reports. Must be aware of changes and advancements in the industry, and develop industry-wide expertise. Ability to understand how NYPA interacts with outside organizations, including other utilities and regulatory agencies, and with its customers. Ability to understand NYPA's budgets, costs, rate structures, and policies. Strong process knowledge on state-of-the-art construction techniques. Ability to manage diverse projects involving the integration of construction into NYPA’s operating systems and other utilities in the state. Substantial knowledge of related disciplines and understanding of their effects on the Authority and its customers. Extensive technical / professional knowledge in an area of specialty acquired through progressive experience Knowledge of policies and procedures as well as industry-wide practices and safety regulations. Ability to complete a multi-aspect or multi-phase project Good negotiation skills Demonstrated ability to view tasks logically, break them down into essential requirements, and generate a solution meeting the project goals. Education, Experience and Certifications Bachelor of Science Degree in Engineering. Master of Science Degree in Engineering preferred. Minimum of 10 years of engineering experience. Minimum of 7 years in construction management. Inspection experience associated with Civil, Mechanical, Electrical, and Instrumentation/ Control projects. New York State PE License preferred. Project Management Professional certification preferred. Physical Requirements Daily inspection of work areas throughout facility Up to 50% travel within New York State may be required Must have a current Driver's License valid in NY State Willingness to enter confined spaces and climb/scale certain equipment is required.The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is $119,330 - $178,990. The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
