HDR is looking for a Senior Consultant - Environmental and Permitting Strategy to join our North Carolina team. This position will work with our experienced regional and national teams of environmental professionals, permitting specialists, and strategic communications to support our Resources Business Group (RBG) clients with hydropower licensing and compliance, energy facility siting, permitting and regulatory compliance, project strategy/planning, and stakeholder engagement. This individual must be a responsible self-starter with the ability to manage tasks independently and interact as a key member of a diverse team of environmental and regulatory specialists, scientists, and engineers. They must also be team-oriented, client focused, and flexible, as the Senior Consultant will also advise clients on environmental, permitting, and licensing strategy and interface with natural resource and regulatory agencies and other stakeholders. They will play a key role on large environmental/regulatory teams and coordinate technical and regulatory components Environmental Assessments (including the Federal Energy Regulatory Commission [FERC] licensing process) for consistency with overall strategic direction and client needs. On a day-to-day basis, they will also be expected to:

Function as a Senior Environmental Permitting Strategy Consultant for FERC hydropower licensing, environmental permitting and related services including U.S. Army Corps of Engineers (USACE) Section 401/404 and Regional General Permitting, U.S. Fish and Wildlife Service Section 7 Endangered Species Act consultation, National Historic Preservation Act Section 106 Consultation, and National Environmental Policy Act (NEPA) and State Environmental Policy Act (SEPA) regulation and documentation preparation.Plan and direct medium- to large-size permitting, licensing, environmental and compliance projects – identify strategies and implementation plans from project inception through completion; build teams and budgets to effectively meet scope and plan and budget regulatory and technical project approaches.Provide technical expertise in hydropower licensing, environmental permitting, NEPA, and/or related environmental services in the RBG market and at project level.Direct the technical aspects of environmental studies including ecological field surveys and assessments, data interpretation, analysis, and document development.Provide QAQC, technical review and guidance on development of deliverables to promote high quality work. Perform agency and stakeholder consultation – leading or supporting consultation strategies and consultation with regulatory agencies and other stakeholders in complex permitting efforts, preferably related to FERC hydropower licensing and energy facility siting, permitting and regulatory compliance; preparation for, and participation in, regulatory agency and public meetings/hearings as required by the various permit/approval processes.Provide project/program management – serve as primary or key client contact responsible for overall project or program strategy, directionality and progress, maintain regular communication with clients and HDR team regarding project status (i.e., scope, schedule, and budget).Develop and maintain organizational structure for natural resources-focused Environmental Science and Planning NC Resources Business Group team members.Provide mentoring, workload management, resource balancing, and support resource matching to projects and pursuits for team described above.Support the growth and development of HDR’s environmental practice by actively participating in and potentially leading environmental Practice Group meetings and activities (i.e., sharing technical knowledge, expertise, and experiences).Support the growth of HDR’s environmental program through development of client relationships and identification of opportunities for expansion of our environmental services.Support business development activities; participate in industry conferences and activities, support technical responses to RFPs and provide subject matter expertise, support and strategize with HDR’s marketing team for proposal development.Travel domestically on a periodic/short-term basis for project assignments and client meetings.

Preferred Qualifications

Advanced degree in environmental science, engineering, planning or business administration10 years of experience with FERC hydropower licensing, application of environmental and regulatory requirements and compliance preferredExperience in environmental strategy development and stakeholder engagementDemonstrated experience managing technical study report development including mitigation plans for environmental projectsCandidates with team management experience and experience managing subconsultants and large, diverse teams are also highly encouraged to applyLocal candidates are preferredLI-SM1Required Qualifications
Bachelor's degree in Environmental Science or closely related field A minimum of 10 years technical and/or field experience in complex environmental planning projectsProficiency with MS Office Suite Self-starter with excellent writing and communication skills Strong conceptual, organizational, problem-solving and research abilities Technical and/or field experience dealing with environmental impact issues, associated permit processes and documentation preparation/review An attitude and commitment to being an active participant of our employee-owned culture is a must
