What you'll be doing
Reporting to the VP of Capital Markets Compliance, the Senior Manager, RCM Portfolio Management is responsible for providing support to Capital Markets Compliance (CMC) to ensure the Bank’s regulatory compliance risk is managed within acceptable levels and in accordance with regulatory expectations and providing independent and effective challenge to CMC. The objective of the role is to provide compliance advisory services, independent oversight and guidance on regulatory requirements and maintain the RCM Library in alignment with the RCM Policy. This position involves coordination of RCM activities, and ensuring alignment with industry standards and the Bank’s Regulatory Compliance Management Policy.

How you'll succeed
Regulatory Compliance Management- Act as CMC’s primary point of contact to support RCM Program administration. Assist with creating and maintaining CMC’s RCM rules library and controls mapped to the regulatory obligations in the rules that pertain to CMC activities. Provide support and effective challenge to CMC and infrastructure groups as it relates to RCM Program processes to promote consistent execution and documentation, as well as performing regulatory change activities. Proactively advise CMC on the expectations of the RCM Policy and associated methodologies (e.g., compliance risk assessment). Support the aggregation of information from CMC to inform RCM reporting and CCO opinion. Effectively manage any gaps identified in accordance with established deficiency identification and management methodology.
Regulatory Policy and Program- Ensure completeness of Regulatory Group Topics and timely risk-based assessment of each within timelines prescribed by the RCM Policy. Enhance oversight of the RCM Program through calibration sessions, reviewing/challenging the findings and examination reports issued by the Compliance Examination team, and supporting CMC to address gaps identified in the examinations.
Support the development and review of methodologies, guidelines, templates and training materials, job aids and other communications for the RCM Program. Support the VP of Capital Markets Compliance to design and produce RCM related reporting, including developing and maintaining metrics to measure regulatory compliance risk.
Regulatory Landscape Analysis- Stay abreast of changes in relevant laws, regulations, and industry standards. Analyze the impact of regulatory changes on the organization and adjust compliance strategies accordingly.
Strategic Leadership- Providing direction to CMC in the execution of the RCM Program to identify and monitor regulatory compliance risk and impact efficiencies in RCM processes and mitigations. Provide insights and best practices for process optimization with a focus on operational excellence of end-to- end regulatory compliance processes and mitigations.
Relationship Building - Provide compliance advisory services to connect CMC with the RCM Program to ensure effective execution of RCM oversight responsibilities in accordance with regulatory requirements. Maintain active and consistent communication and relationships between SDC, Line of Business leaders and second line of defense groups to ensure effective oversight processes and mitigations are in place to effectively reduce the Bank’s exposure to regulatory compliance risk within acceptable levels. Develop and maintain working relationships with other teams within CGRA.
Who you are
You can demonstrate experience. Extensive experience of regulatory compliance management activities such as reviewing complex legal or regulatory documentation to identify key requirements, and monitoring regulatory changes and collaborating with the appropriate business partners to ensure controls, policies and procedures are in place to address the corresponding regulatory requirements. Extensive knowledge of risk assessment, control concepts and methodologies that can be used in a regulatory compliance management context. Experience in providing regulatory or compliance advice in connection with derivatives markets (e.g. commodity, equity, and interest rate swaps) preferred
You are a working professional. Previous working experience in compliance, risk management, legal, audit, or other governance group in the financial services industry. Ability to establish and build healthy internal and external working relationships and partnerships. Ability to manage multiple concurrent objectives, priorities, groups or activities. Strong judgement and ability to prioritize activities, and time management skills.
You are analytical. Problem-solving skills necessary to develop creative solutions for complex problems. Leadership and influencing skills to lead and motivate a professional workforce. Proven history of working independently with strong problem-solving skills to achieve objectives.
You are a certified professional. A university degree with a minimum of 5-10 years of progressively responsible business experience.
You are a strong communicator. Demonstrated ability to communicate effectively with an emphasis on developing trust, influencing and demonstrating fairness. Excellent communication skills (oral, written, and presentational). Ability to work under pressure, with tight deadlines, and deal with multiple tasks.
