Credence Management Solutions, LLC (Credence) is seeking a Senior Data Manager to support our Distributed Common Ground System (DCGS) program at Robins AFB, GA. The Air Force Distributed Common Ground System (AF DCGS) is an intelligence enterprise system, comprised of 27 active duty, Air National Guard (ANG), and mission partner sites, interconnected by a robust communications infrastructure spanning the globe.

The Data Manager shall provide DM support for assigned programs, projects, and weapon systems.

Responsibilities include, but are not limited to the duties listed below

 

Develops DM strategies and plans to ensure data is acquired in a timely and economical manner to support weapon system mission needs and in compliance with all DM law, regulation, and policyStores, organizes, maintains, and protects data related to program and technical baselines of assigned projects, weapon systems, or programsCreates, updates, and manages Data Strategy Plans (DSPs) and processes to accommodate data acquisition, storage, and distribution for program and technical data of assigned weapon systemsEstablish data requirements for statements of work, organic workload offers, and other program documentation including DIDs, CDRLs and other program documentationIssue data calls or hold TIMs to establish data requirements, contract data requirements, and create data related program documentationReview data deliverables (either contract or organic) to ensure data has been delivered, is adequate for its intended use, meets the data deliverable content and format requirements, and complies with regulatory guidance and policyConduct activities in support of DM execution including TIMs, Contract Data Calls, Data Requirements Review Board, etc.Log data submissions and distribute them for review to appropriate team members, ensure team members adequately review and inspect data deliverables; activities include drafting transmittal letters, keeping DM tracking systems up to date (MEARS, DOORS, TopVue, etc.), and ensuring all data has been deliveredDisposition data deliverables to ensure they are distributed to the appropriate personnel, organizations, and data systems Conduct periodic CDRL reviews to ensure necessary data is adequate for mission needs, recommend updates to CDRL packages are required, and ensure compliance with DM laws, regulation, and policy Education, Requirements and Qualifications

 

Minimum of an active Top-Secret clearance with the ability to obtain a Top Secret/SCI eligibility clearance.Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in DoD acquisition,Or, bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in DoD acquisition,Or, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in DoD acquisition.Cybersecurity Qualification is required- Candidate meets the requirements of Department of Defense Manual (DoDM) 8140.03 CM Certification in any of the areas below:NDIA CDM Certification, or CMPIC, orThe completion of DAU Credential CLCL 010 Technical Data Management

Recommended Experience and Skills

Relevant experience includes duties related to: CM/DM activities to support AF LCM of weapon systems or weapon system products, identifying CM/DM requirements and deliverables for weapon systems, and validating and verifying CM/DM product deliveries to ensure adherence of the product to identified requirementsFamiliarity with EIA-649-1 CM, DoDI 5000.88 Engineering of Defense Systems, MIL-HDBK-61 CM Guidance, the AF Data Rights Guidebook, AFMCI 63-1201 Implementing Operational Safety, Suitability, and Effectiveness (OSS&E), and Life Cycle Systems Engineering, the DoD Systems Engineering Guidebook section 4.1.6, DoD 5010.12-M Procedures for the Acquisition and Management of Technical Data, MIL-STD-31000B, Technical Data Packages, MIL-STD-963 Standard Practice for DIDs, DoD 5010.12-M Procedures for the Acquisition and management of Technical Data, DoDI 5230.24 Distribution Statements on Technical Documents, and the AFLCMC Contract DM Standard ProcessExperience with digital data deliverable systems, model-based systems engineering data systems, and requirements tracking systems related to contract deliverables Working Conditions and Physical Requirements

Job may require the employee to be:

In a stationary position 50% of the timeAble to ascend/descend stairs as requiredAble to move equipment not to exceed 25 lbs. as needed.
