Senior Director, Billing & Collections

**What´s the role?**
As a Senior Director, Billing & Collections, you will be responsible for leading the Company’s operational function for Accounts Receivables, including Retail (B2C/B2B/B2G) Billing, Interconnect/Carrier Billing, Credit and Collections. You will provide leadership by setting the strategic direction and driving execution to ensure required internal controls, processes, people, and reporting procedures are in place to handle billing and collections across all revenue streams. Your leadership will be vital for the success of implementing the Company’s Billing and Collections function into an effective and accountable organization to satisfy overall financial targets, fulfill the compliance agenda, and provide an excellent customer billing and collections experience.
**How can you add value?**
+ Define and optimize the function’s Operating Model and structures across people, processes, and tools.
+ Develop and lead a “Billing & Collections Centre of Excellence” organization and be responsible for all operational processes and compliance aspects, identifying relevant performance measurements and developing systematic mechanisms to report on performance relating to billing and collections and the related risk exposure, as well as benefits such as revenue recovery and revenue loss prevention.
+ Provide senior leadership oversight of all Retail (B2C/B2B/B2G) Billing, Carrier/Interconnect Billing, and Credit and Collections operational functions and staff; set the strategic direction for the function aligned with the overall goals.
+ Develop and drive the implementation/transformation agenda by continuously improving processes to ensure accurate and timely billing and collections.
+ Responsible for the department's internal controls effectiveness and control enhancements.
+ Ensure an operating model; hire, coach, mentor, and develop managers and staff members while fostering a culture aligned with LLA values.
+ Ensure regulatory, audit, and financial controls compliance for all billing and collection activities.
+ Work closely with IT, Network, Core Finance, Customer Service, Commercial, Tax, and Legal/Compliance teams to improve processes impacting cash flow.
+ Handle Billing & Collections OPEX and CAPEX budgets to ensure all activities are within or under budget and forecast future needs.
+ Demonstrate compliance with the Customer First Philosophy and all Liberty Latin America’s policies and procedures, including the Code of Conduct and Liberty safety standards and procedures.
+ Other functions may be assigned
**Supervisory responsibilities:**
Directly supervise and provide mentorship to a group of employees in the Billing & Collections Department. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
**What do you need?**
**Education and/or experience:**
Bachelor’s degree or equivalent experience in Finance, Accounting, Statistics, or related area. MBA, CFA, or CPA is desirable.
8 - 10 years of experience in Telecommunications/Content billing and collections operations experience in either a Finance or IT capacity
Minimum of 5 years of senior leadership experience in large organizations handling risk, internal, and compliance controls
**Other Qualifications:**
+ Fully Bilingual: Spanish and English.
+ Experience in strategic organizational change, including process transformation and working with Finance in a Central Operations environment.
+ Knowledge of laws, regulations, and rules concerning the Department.
+ Experience planning strategic and priority setting for a Telco Billing & Collection function.
+ Good understanding of internal financial controls framework and SOX compliance framework.
+ Experience defining metrics and implementing such in target settings and performance management.
+ Deep understanding of revenue cycle functional areas across all Telco revenue streams.
+ Advanced skills in Microsoft Office applications such as Excel and PowerPoint.
+ Ability to make balanced decisions in terms of risk, cost, and benefit with a pragmatic approach.
+ Ability to build strong, positive internal and external relationships.
+ Be innovative; identify the need for change to meet evolving business needs; supervise and stay on top of technological, legal, and operational changes that affect the activities and work processes of the function.
+ Strong communication skills: ability to identify and communicate relevant information in a timely manner to Senior and Executive management.
