The Senior Biostatistician provides technical and statistical leadership and expertise in quality measurement science. They are responsible for managing a team of professional statisticians and data managers supporting NQF’s and the Joint Commission’s quality measurement projects. They serve as a key leader in the Joint Commission’s expanded use of data and analytics to advance quality and safety. They guide statistical aspects of the expanded development and use of low-burden next-generation quality measures -- i.e., high priority, low burden measures that improve equity, quality, and affordability -- in Joint Commission programs. The Senior biostatistician supports the conceptualization, development, testing, and benchmarking of measures for use in accreditation, certification, value-based payment and care improvement, drawing on multiple data sources including claims, electronic health record, patient-report, registry, and other digitally sourced data. The Senior biostatistician problem solves with the NQF/TJC quality measurement leadership and staff to design approaches that are technically sound and feasible across care settings using real world data and that leverage emerging data standards and technology.
Responsibilities Lead all statistical aspects of measurement science for NQF’s and the Joint Commission’s quality measurement activities, including measure development, measure adaptation, measure application in products and programs (including accreditation and certification), and development and display of benchmarks for stakeholder reports.Provide direction on statistical analyses that inform measure design and testing, including selecting model forms for risk models, defining approaches to testing and assessing reliability, and estimating uncertainty of measure score across entities and sub-populationsEducate and support NQF and TJC staff and assist with communicating language to guide interpretation of measure results for technical and nontechnical audiences.Build and mentor a team of statistician(s) and/or psychometricians who together bring the full complement of technical expertise to NQF/TJC’s team for measure development and use. Provide training and expertise to increase quality measurement science knowledge and understanding among non-technical staffAdvise on data validation systems and methods for measures that use evolving data sources, such as electronic health record and patient-reported data, including measures that leverage Fast Healthcare Interoperability Resources (FHIR)Inform strategies for transitioning quality measures to fully digital data sources drawing on real-world data while ensuring high reliabilityProvide technical expertise for business development activities, including assisting with proposal writing and client presentationsClearly articulate complex technical concepts to non-technical audiencesMaintain working knowledge of statistics and informatics, including technology, standards, and methods used in health care and research Qualifications
Education/Certification:
Advanced degree in statistics, biostatistics, or health services research with training and experience relevant to healthcare quality measurement.
Experience:
Minimum of 10 years of experience as methodologist or statistician leading development of quality measures, clinical predictive models or related assaysMinimum 4 years of experience managing a portfolio of projects and budgets across multiple large, complicated projectsMinimum 3 years of experience leading, managing, coaching, and mentoring individuals and/or teams and holding staff accountable for resultsDemonstrated understanding of the statistical and technical aspects of quality measures using claims, registry, electronic health record and patient-reported dataDemonstrated ability to work under deadline on a complicated array of projects, meeting defined outcomes on time and within budgetProven track record of maintaining high performing teams through collaboration and open communicationExperience presenting and writing on behalf of an organizationExperience mentoring effectively and demonstrated ability to develop staff’s talentsPeer reviewed publications in measurement science, statistics, or related fieldSkills/Abilities:
