The Opportunity
The Senior Director, Public Policy Evidence serves as Head of Public Policy Evidence on the US Policy & Evidence Team in External Affairs. The Senior Director is accountable for Genentech’s evidence generation strategy and execution in support of our federal and state policy priorities. The Senior Director is a key thought leader across the Roche/Genentech enterprise and will work across the organization to ensure strategic alignment of evidence generation priorities and support the advancement of those priorities in multiple settings. The Senior Director serves as a strategic partner across External Affairs with leaders from Federal and State Government Affairs, Issue Advocacy & Alliances, and brand aligned Health Economics and Outcomes Research (HEOR) teams to design and execute evidence strategies to achieve Genentech’s policy and business objectives. This role is highly visible both internally and externally. The individual will serve as an advocate for GNE, representing the organization in internal and external meetings, delivering health economic expertise and leadership to shape external discussions and agendas.
This role is based out of either the South San Francisco Genentech Campus or our Washington DC site; but may consider remote options.
Key Responsibilities:
Develop and execute a 3-5 year evidence generation strategy to advance GNE’s public policy priorities
Think creatively to leverage evidence generation to increase impact with stakeholders and policymakers
Transform the external market access and value assessment landscapes to advance global Genentech/Roche priorities
Establish and maintain an academic engagement strategy
Develop dissemination strategies and tactics to increase effectiveness of evidence generation efforts
Coordinate ongoing evidence and advocacy initiatives across Roche affiliates
Manage and mentor direct reports on the Public Policy Evidence Team by providing coaching and feedback on project planning, evidence generation methods, dissemination tactics, and stakeholder management
Manage and develop other members of the team while serving on the USPE strategic leadership team and the Evidence Generation Community of Practice
Represent Genentech externally as a thought leader in evidence generation
Execute on high priority and novel or complex research projects
Optimize external relationships critical to shaping pharmaceutical policy and value assessment, including representing the company on steering committees and external initiatives, and preparing senior executives for pivotal external engagements
Develop and maintain relationships with external thought leaders and experts; co-create evidence in support of innovation in life sciences
Oversee development and updating of advocacy and policy materials in coordination with other departments and translate policy research and analyses for effective use in Genentech advocacy and business objectives
Provide above brand health economic inputs and recommendations into appropriate business strategies, plans, goals and tactics (e.g., IRA/PDAB submission strategies)
Lead, as appropriate, and participate in internal and external workgroups on current and emerging policy issues or other areas of business need
Identify opportunities for trade association and other stakeholder engagement and develop evidence and messaging to support adoption of Genentech point of view in others’ advocacy strategies
Engage in annual budget planning, work with EA and PEAS leadership to make trade-off decisions, and align on outside spend priorities in service of meeting EA and broader PAA goals, aligned to business priorities

Required Qualifications:
You have a Master’s Degree (health policy and management, economics, epidemiology, public policy, or health services research);
You have a minimum of 12 years of prior work experience in academic/research institute, consulting, managed care, government, and/or pharmaceutical industry.
You have In-depth knowledge of U.S. healthcare landscape, health services research, decision analytical modeling, payer and formulary processes/practices.
You have an ability to develop research strategies for evidence generation within a large, complex organization where cross-functional collaboration is key to success
You have a strong working knowledge of the technical and methodological aspects of observational study design and implementation. Capable of executing study projects independently.
You have an excellent written and oral communication skills. Prior research published in peer- reviewed journal.
You have a strong leadership skills and experience leading teams with/without authority.
Business travel, by air or car, as required for internal and external meetings.
Preferred Qualifications
Doctoral Degree in above or other related disciplines.

This role is based out of either the South San Francisco Genentech Campus or our Washington DC site, but may consider remote options.
The expected salary range for this position based on the primary location of South San Francisco, California is $197,800/yr to $367,300/yr. Actual pay will be determined based on experience, qualifications, geographic location, and other job-related factors permitted by law. A discretionary annual bonus may be available based on individual and Company performance. This position also qualifies for the benefits detailed at the link provided below.
