Summary:

The Senior Director for US Government Payers and Analytics is a leader for the business implications, operations, and strategy of US Government payer high priority programs, including the Inflation Reduction Act and 340B. This position will be responsible for executing an integrated strategic and operational plan for high priority programs, including the IRA, across the BMS Commercialization matrix, including Market Access, Pricing, and Value Demonstration (MAx), BIA, Government Price Reporting, Communications, legal, HEOR, USPGA, and finance for the entire BMS portfolio. The Senior Director for US Government Payers and Analytics will be responsible for monitoring the external operational environment, serving as an advisor internally to business units on strategic insights and market research, creating and aligning mitigation plans focused on identifying business opportunities, ensuring compliance with requirements, and minimizing risks to the business, patients, and customers from these programs.

The position is cross-functional in nature and is part of a highly matrixed organization. The Senior Director US Government Payers and Analytics will identify the top priorities each year and convene cross functional committees focused on the oversight and strategic direction for BMS’ approach to these programs.   

Responsibilities:

Collaborate with internal teams to lead the implementation of a proactive and inclusive corporate strategic and operational plans for high priority initiatives including the IRA and 340B across the BMS matrix. The strategic plans must be:

Aligned with company mission, vision, and values

Accountable to measurable short- and long-term outcomes (ex. financial, customer, internal process) across functional areas (pricing, access, commercial, government/policy)  

Informed by internal and external qualitative and quantitative data, and analyzes political, economic, social, technological, legal, and environmental perspectives

Coordinated with other corporate GTN work

Flexible enough to accommodate unique situations with various products and the emerging healthcare and regulatory landscape

Accountable for the coordination, communication, and execution of the IRA operational processes cross-matrix.

Responsible for ensuring alignment to strategic goals, timelines, and execution across functional areas. This will include reactive work: collection and coordination of data submissions to the government meeting timelines and requirements (in alignment with the BMS Government Contract Operations, Pricing, and finance teams), and proactive/anticipatory work: strategic insight generation identification and sharing with teams, communication and coordination of that communication to senior leadership of progress, opportunities, risks, and recommendations.

Oversee staff responsible for current BMS 340B Access Strategy and IRA coordination.  

Review audit processes, vendors, and new technologies associated with US Government program high priority areas and ensure appropriateness of discounts paid through the programs.

Identify metrics for assessing progress against the approved strategic plans, and execute, monitor, and report on the progress against these metrics.

Develop, oversee, and ensure execution a proposed internal and external implementation and communication plan for any recommended programmatic changes

Qualifications:

Undergraduate degree required, MBA and/or other post-graduate degree preferred

Deep technical expertise on US government program payer strategy and operations, including 340B and IRA and the associated access and business implications, including analytics, to our business and patients

Familiarity with stakeholder impacts and analytics in the US market, including trends and the ability to think and anticipate next steps

Excellent reputation and close relations with key stakeholders on this issue

In-depth knowledge of novel technologies and vendors involved in government operations, including the IRA and 340B

Strong understanding of the current and emerging trends in US government payer practice and policy 

Demonstrated ability to rally individuals to a common vision, and lead cross-functional teams, without formal authority, to execute and deliver on that strategy.

In-depth U.S. experience in the hospital, PBM, and payer segments

Strong communication skills and demonstrated ability to interact with all levels of leadership

Demonstrated ability to change government, pharmacy and/or payer perceptions of a market

Demonstration of all BMS Behaviors

Strong analytical skills and demonstrated ability to communicate complex impacts to executive leaders required
