COMPENSATION Earnings Potential: $142,005 - $184,778 Hay Points: 1142 Overtime Eligibility: Not eligible for paid overtime in accordance with FLSA RESPONSIBILITIES MTA Bridges and Tunnels manages and operates nine inter-borough crossings (seven bridges and two tunnels) in the NYC Region and Manhattan’s Central Business District Congestion Relief Zone. The Senior Director/Deputy Chief, Central Operations oversees multiple functional areas, providing input on policy, strategy, governance, staffing, budget, and expenditures while ensuring effective implementation of policies and procedures. This role plays a critical role in safety, risk management, and commercial oversight for TBTA and CBDTP. A key responsibility is managing the Operations Command Center (OCC) during non-business hours, ensuring the continuous operation of critical functions such as incident reporting, traffic management, weather monitoring, and situational awareness. The role ensures that weather conditions, incidents, and safety directives are promptly assessed and communicated to field operations, management, customers, and external partners. Additionally, this role coordinates with MTA HQ, internal divisions, and external partners to maintain smooth operations and communication, including making executive notifications and activating special conditions desks when needed. The Senior Director/Deputy Chief supports the AVP, Special Operations in strategic initiatives, policy execution, and operational management, focusing on safety, quality, risk mitigation, and commercial oversight. This includes continuously improving safety protocols, risk management strategies, and contingency plans to ensure operational continuity during emergencies or crises. Key Responsibilities: Operational Leadership & Strategy + Oversee multiple functional areas within the Security, Operations, and Revenue Recovery program. + Implement policies and procedures to enhance operations, security, and revenue protection. + Provide input on policy, strategy, governance, staffing, budget, and expenditures. + Escalate critical operational and security issues to senior leadership. + Act as the delegated authority in the absence of the AVP, Special Operations. Operations Command Center (OCC) Oversight + Oversee the OCC’s operations during non-business hours, ensuring continuous operation and the effective management of critical functions such as incident reporting, traffic management, weather monitoring, and situational awareness. + Ensure that weather conditions, incidents, and safety directives are promptly monitored, assessed, and communicated to relevant stakeholders. + Support field operations at TBTA bridges and tunnels by coordinating centralized communication. + Coordinate with MTA HQ, internal divisions, and external partners to ensure seamless operations and communication. + Make executive notifications and activate special conditions desks (e.g., weather desk) when needed. + Maintain a high level of readiness for crisis situations, ensuring operational continuity. Safety, Risk Management, and Compliance + Ensure compliance with safety regulations, risk mitigation policies, and quality standards for TBTA and CBDTP. + Safeguard agency infrastructure while ensuring the security of employees and customers. + Continuously assess and improve safety protocols, risk management strategies, and contingency plans to maintain operational readiness. + Collaborate with federal and state regulatory agencies to meet transportation security standards. Capital Projects & Cross-Agency Coordination + Provide agency input on capital project scopes and coordinate with MTA C&D for successful execution. + Minimize operational and customer disruptions while prioritizing safety and security throughout project phases. + Partner with MTA HQ and other consolidated teams to support seamless agency operations. Vendor & Contract Management + Oversee vendor contracts related to operations, security, and revenue recovery. + Ensure service providers meet contractual obligations and maintain operational standards. Stakeholder Engagement & Representation + Represent the agency in dealings with bridge, tunnel, and tolling industry partners, regulatory entities, and peer agencies. + Collaborate with internal and external stakeholders to enhance operational efficiencies and security measures. QUALIFICATIONS + Bachelor’s in Criminal Justice, Criminal Investigations, Criminology, Forensic Sciences, Public Administration, Cybersecurity, Homeland Security, Security Management, Emergency Management, Project Management, Systems, or Technology preferred. + Must have a minimum of twelve (12) years of experience in operations management, security, transportation, or crisis response, including at least eight (8) years in a management or supervisory role in a large, multi-faceted organization. + An equivalent combination of education and experience may be considered. + Valid Driver License in the State of New York + Proficient in Microsoft Office Suite and document management software. + Ability to respond to any authority location on a 24/7 basis when required. + Proven ability to collaborate with a broad range of stakeholders and drive outcomes. + Excellent communication and interpersonal skills. + Demonstrated ability with building relationships and working collaboratively with internal stakeholders. + Demonstrated ability to effectively work in a high profile, high pressure environment. + Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement. + Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. + Must possess excellent team building, listening, problem solving, and prioritization skills. + This role requires on-site availability during non-business hours and participation in emergency response efforts. + Must be able to work in a high-pressure environment and respond to urgent operational issues.
