COMPENSATION Earnings Potential: $142,005 - $184,778 Hay Points: 1142 Overtime Eligibility: Not eligible for paid overtime in accordance with FLSA RESPONSIBILITIES The Senior Director, Emergency Management is responsible for overseeing the mitigation, preparedness, response, and recovery efforts for emergencies and disasters impacting the agency. Reporting to the Vice President of Central Operations, the Senior Director provides strategic input on policy, governance, staffing, budgets, and expenditures while ensuring the safety, security, and operational continuity of the agency’s facilities. This position plays a critical role in safety, risk management, and commercial oversight for MTA Bridges and Tunnels (TBTA) and the Central Business District Congestion Relief Zone (CBDTP). The Senior Director ensures agency input into capital project scope and coordinates with MTA Construction and Development (C&D) to minimize operational disruptions while prioritizing safety and security. Additionally, the Senior Director represents the agency in collaboration with industry partners, regulatory entities, and peer agencies and is responsible for vendor contract management and coordination with MTA HQ to ensure seamless operations. The role also acts on behalf of the Vice President, Central Operations in their absence. Key Responsibilities: Policy and Strategy Development: + Provide strategic input into emergency management policies, governance, and operational procedures. + Develop and implement policies ensuring compliance with local, state, and federal regulations. Emergency Management Leadership/Oversee all phases of emergency management, including: + Develop strategies to reduce risks to life, property, and infrastructure. + Lead training, planning, and resource allocation to strengthen disaster response. + Activate and execute emergency plans to protect lives, minimize damage, and restore operations. + Implement post-event strategies to return the agency to pre-disaster or improved conditions. Operations and Coordination: + Oversee safety, risk management, and emergency response for the agency’s infrastructure. + Ensure agency input into capital project scope and collaborate with MTA C&D to minimize operational disruptions. + Coordinate with MTA HQ and internal partners to ensure integrated emergency response and security. + Lead incident command and crisis management efforts, ensuring effective coordination between emergency services. Training, Preparedness & Exercises: + Develop and conduct training programs, drills, and simulations to enhance readiness. + Ensure state, local, and federal responders are equipped to manage crisis situations effectively. Emergency Response & Crisis Leadership: + Activate and oversee the Emergency Operations Center (EOC) during disasters or major incidents. + Direct resource allocation for personnel, equipment, and supplies during emergencies. + Oversee communication processes to ensure the accurate dissemination of information to the public, media, and government agencies. Mitigation & Risk Reduction: + Lead efforts to reduce vulnerabilities through infrastructure improvements, hazard mapping, and land-use planning. + Develop initiatives to enhance resilience in communities, infrastructure, and emergency response systems. Policy Development & Compliance: + Establish and enforce emergency management policies aligned with state and federal laws and regulations. Budgeting, Grants, & Resource Management: + Oversee the emergency management budget, ensuring the efficient use of resources for preparedness, response, and recovery activities. + Manage federal and state grants for emergency management projects, ensuring compliance and accountability. QUALIFICATIONS + Bachelor’s in Criminal Justice, Criminal Investigations, Criminology, Forensic Sciences, Public Administration, Cybersecurity, Homeland Security, Security Management, Emergency Management, Project Management, Systems, or Technology or a related field is preferred + Must have a minimum of twelve (12) years of experience in operations management, security, transportation, or crisis response, including at least eight (8) years in a management or supervisory role in a large, multi-faceted organization. + An equivalent combination of education and experience may be considered. + Valid Driver License in the State of New York + Proficient in Microsoft Office Suite and document management software. + Proven ability to collaborate with a broad range of stakeholders and drive outcomes. + Excellent communication and interpersonal skills. + Demonstrated ability with building relationships and working collaboratively with internal stakeholders. + Demonstrated ability to effectively work in a high profile, high pressure environment. + Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement. + Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. + Must possess excellent team building, listening, problem solving, and prioritization skills. + This role requires on-site availability during emergencies and participation in crisis response efforts. + Must be able to adhere to a 7/24/365 on-call schedule. + Must be able to work flexible hours, including nights, weekends, and holidays, as required. + Must complete FEMA Independent Study Courses -- NIMS - IS 100, 200, 700 and 800 within first year of employment. Preferred: + Master’s degree in a related field. + Significant experience in program management for government agencies or businesses with highly complex systems. + Certified Emergency Manager (CEM) credential or certified business continuity practitioner. + Completion of training as required in accordance with position requirements. + Knowledge of additional software products such as Visio, Power BI, Kronos, PeopleSoft, Tableau + Knowledge of bridge, tunnel, and tolling operations.
