Location/Schedule: This position is based at the Lloyd Corporate Plaza, located in NE Portland, OR. The schedule for this position is Monday through Friday, 8:30 a.m. to 5:00 p.m.

Position Description: Under the direction of the Chief Operating Officer, the Senior Director, FQHC & CCBHC is responsible for the overall design and direction of Cascadia’s FQHC and CCBHC programs to ensure high quality, integrated client care. This position oversees and/or participates in planning, implementation, budgeting, evaluation, and supervision of all program components.

Essential Responsibilities

Ensure FQHC and CCBHC programs maintain compliance with all federal and state rules.Develop project scopes and workplans to simplify complex projects.Provide FQHC/CCBHC subject matter expertise to all areas of the organization.Effectively integrate separate contributions from various stakeholders into a coherent whole client deliverable.Oversee and monitor costs, quality, and risk within the FQHC & CCBHC programs.Contribute to business development by engaging and collaborating with internal and external stakeholders.Educate internal and external stakeholders on FQHC & CCBHC compliance, designation, reimbursement, and regulatory issues to ensure adherence to standards and optimize operations.Assess client data in detail to identify patterns, trends, and dynamics, providing strategic insights that address underlying issues and drive impactful solutions.Communicate client issues effectively to regulatory bodies and articulate challenges in a clear and accessible manner to stakeholders.Create project scopes and workplans that address core client concerns, incorporating larger client strategies, down into actionable steps.Compliance

Lead staff and plan strategies to facilitate integration of operations throughout departments.Participate in staff meetings and training.In collaboration with the management team hire and train staff, ensure work plans and priorities for staff members are addressed.Provide consistent supervision and support for direct reports.Promote and ensure completion of annual training requirements.Demonstrate commitment to continuing professional development.Leadership

Education:
Required:
A bachelor’s degree OR, High school diploma or equivalent with 4 years of experience in related field, in addition to the required years below is required.A master's degree in related field, such as MPH, MPA, or MHA is preferred.Experience:
Required:
8+ years of related work experience, with at least three years of management or supervisory experience and five years of FQHC/Community Health Center experience.Preferred:
10+ years of operational and/or leadership experience in Community Health Centers.Prior operational experience in FQHC/CCBHC3+ years of experience in CCBC.Specialized Knowledge, Skills, and Abilities:
Proven leadership and managerial skills with the ability to plan, organize, execute, and direct healthcare operations.Strong analytical skills with the ability to interpret data and trends.Strong financial acumen and ability to manage up and down within an organization.Communication skills with technical expertise in facilitation, consensus building, collaboration, effective budget management/development.Expert level written and verbal communication skillsDemonstrated proactive approaches to collaboration and problem-solving to meet deadlinesHighly resourceful team-player, with the ability to also be extremely effective independently.Demonstrate ability to translate policies into operational processesOperate computer hardware and software at a level needed to effectively perform job functions.Other:
Possess a valid driver’s license, three-year driving history, clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.Working Conditions
Environmental: Work is performed in one or more of the following: administrative and clinical offices, acute care settings and community setting including client residences, correctional facilities, shelters, hospitals, public places and other social service sites. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.
Mental Demands: The work assigned is diverse and involves addressing new and unusual circumstances. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. In addition, this position requires exercising sound judgment.
