The Role
The Senior Director Pricing, Reimbursement and Access (PRA) for Israel and Central and Eastern Europe (ICEE) will drive the strategic planning and execution of market access initiatives to ensure the successful launch and sustainable access of innovative pharmaceutical products. This role is pivotal in navigating the complex regulatory and reimbursement landscapes across ICEE countries, ensuring that patients have timely access to cutting-edge therapies.
By demonstrating the value of Lilly products throughout the reimbursement life cycle, the Senior Director PRA will work with PRA country leads in Central Eastern European countries and Israel, Corporate Affairs Directors and International PRA Leaders to identify top risks and opportunities for the geography. He/she will be responsible for implementing the strategic plan for access, developing best-in-class product and pricing submissions to national payers/ insurers, achieve accelerated access for our new launches and maintain competitive access for our existing portfolio. The Senior Director PRA will serve as a strategic partner to relevant Therapeutic Area leads, as well as relevant Global, International BU and affiliate stakeholders across functions for market access. He/she will provide meaningful, strategic guidance and support to affiliates across respective TA and region to ensure the development and execution of high impact strategies that optimize and accelerate pricing, reimbursement, and access.
Key Responsibilities
Provide market access strategy support and advice in the ICEE region for the localization of Global/International access strategies, pricing approaches and PRA tools for the specific TA portfolio to identify key access opportunities for portfolio optimization and growth.Work in partnership with Italy Hub, ICEE Area cross-functional and Affiliate teams to prioritize identified business opportunities and execute plans to maximize ICEE’s and affiliates’ ambitions by driving strategic decisions for pricing and market access across the ICEE region.Collaborate with country PRA Leads, affiliate General Managers and cross-functional teams to align local pricing and reimbursement processes and market access strategies with overall business objectives.Facilitate and support affiliates to develop timely best-in-industry HTA and pricing dossier submissions to national formulary, monitor the progress of submissions and support the resubmission process.Actively drive the development of the payer negotiation strategy for individual countries, with insight gathering, scenario planning, supporting value messages and alternative access programs.Oversee development and implementation of innovative PRA approaches across the Hub, address local payer needs by supporting the selection of the most appropriate tools from existing toolkits and share best practices and learnings across markets/regions to inspire creative solutions to ensure fast access for patients and maximize value for Lilly’s assets.Find areas of improvement in the current PRA processes that can support a faster reimbursement process, aligned with the Accelerate Reach and Scale mindsetAssist affiliates in obtaining needed data / information from other affiliates or International BUMonitor and interpret changes in healthcare policies and regulations that impact market access.Establish and maintain strong relationships with key stakeholders, including healthcare authorities, payers, advisors, and policymakers in key countries; and participate in local reimbursement negotiations with national agencies, if requested.Develop and maintain a thorough knowledge of the payer needs in key countries in order to identify and anticipate future payer needs, constraints and requirements that impact the therapeutic areaAdvocate for the value and benefits of the company’s products, based on health economics and outcomes, RWE and payer insights, to secure the best access conditions.Act as expert on key new launches by understanding the treatment pathways, clinical data package & keep up to date on competitor data and access situation.Ensure robust business cases are built for senior leadership approval on new product launches and pricing strategies.Lead and develop a team of high-performing market access PRA professionals across the ICEE region, providing strategic guidance and mentoring.Foster a collaborative and high-performance culture within the team.Liaise with and support corporate or affiliate public affairs and environmental shaping efforts and integrated campaigns on PRA issuesTrack and report on the progress of market access initiatives and their impact on business performance.Act as the point of contact for IBU International Value & Access Team to represent ICEE central and ICEE Affiliates’ national PRA needsAlign with Italy Hub PRA Capability Lead to identify knowledge and skill improvement opportunities across the region to enhance individual and team capabilities.Contribute to ICEE strategy development and execution, as member of ICEE Lead TeamEnsure compliance with corporate governance and local regulationsQualification, Key Competencies and Experience
General
Advanced degree in Life Sciences, Health Economics, Business Administration, or a related field with evidence of business acumen, preferably with MBA.Minimum of 7 years of experience in market access, health economics, pricing or a related field within the innovative pharmaceutical industry in PRA leadership role. Regional responsibility is preferred.Proven success in submissions, payer negotiations and reimbursement approvals, preferably in ICEE countriesInternational experience with a strong ability to navigate cross-cultural dynamics.Experience in managing matrix organizations across multiple countriesDemonstrated ability to work cross-functionally with Medical / Marketing / Corporate Affairs at affiliate, regional and global levelPrioritization skills with attention to detailExceptional analytical, organizational, and communication skills with a collaborative mindset.Strategic thinkingConfidence and willingness to take on new challenges and manage multiple projectsStrong desire to find creative solutions to challenging situationsStrong learning agilityHigh level of motivation and a strong desire to find creative solutions to challenging situationsFluency in English (additional languages are a bonus).PRA
