Overview TRC’s Environmental Sector delivers comprehensive environmental solutions to meet the full project needs of clients in transportation, renewable energy, oil & gas, and manufacturing industries. TRC’s Planning, Permitting, and Licensing Practice provides permitting/planning expertise and strategy development, biological and cultural assessments, permit application preparation, and technical support for projects that require local, state, and federal environmental approvals and licenses. We promote client success across our client projects lifecycles. We have strong working relationships with state transportation agencies and with numerous partner Architecture Engineering (AE) firms. TRC is seeking a Senior Director of Transportation Planning who specializes in the transportation market to join its successful Planning, Permitting, and Licensing practice in New England. This position requires an interdisciplinary, technical, and regulatory specialist who will provide environmental project leadership primarily for the Massachusetts Department of Transportation, Massachusetts Port Authority, Massachusetts Bay Transportation Authority, and other public and private sector clients. Typical projects include proposal development, permitting services to meet National Environmental Policy Act (NEPA)/State Environmental Policy Act (SEPA) environmental review and permitting requirements, and providing technical services to designers during design, construction, and post-construction. The successful Senior Director/Senior Environmental Planner – Transportation will be entrusted with managing and leading projects, conducting studies related to biological resources and other environmental technical disciplines to meet regulatory requirements. The successful individual will be a client-facing technical leader with in-depth knowledge pertaining to the permitting of transportation projects and advancing such projects through the state agencies/local government approval process for large, complex state organizations. This individual needs to have demonstrated experience leading and managing planning and permitting work scopes for MassDOT, Massport, and/or MBTA projects. They also need to have the ability to guide the agencies and TRC’s partner AE firms on the processes required to meet applicable laws and regulations to successfully achieve 100% design or construction completion. The successful candidate can work from our offices in Lowell, MA, Waltham, MA, Boston, MA, or remotely from Massachusetts or a surrounding state. Responsibilities Engage as a client-facing technical leader with in-depth knowledge pertaining to the permitting of transportation projects and advancing such projects through the state agencies/local government approval process. Interact directly with the agencies/clients as TRC’s transportation planning and permitting subject matter expert. Provide planning and permitting expertise pertaining to NEPA, Federal Transit Administration (FTA), Federal Railroad Administration (FRA), Federal Highway Administration (FHWA) requirements/regulations to facilitate advancement of the transportation asset design or construction project permitting/planning to completion. Support marketing and business development efforts and represent TRC at industry functions. Lead and manage the preparation of project-related environmental documentation (e.g., initial studies, environmental impact statements, environmental assessments, categorical exclusions and exemptions, and negative declarations). Mentor and train junior to mid-level staff that will support the successful candidate in implementing the work. Qualifications Demonstrated experience leading and managing planning and permitting works scopes for MassDOT, Massport, and/or MBTA and the ability to guide agencies/clients on processes required to meet applicable environmental compliance and permitting laws and regulations to successfully achieve 100% design or construction completion. The ability to apply environmental compliance and permitting regulations of applicable state and federal regulatory agencies to projects for transportation clients that may include MassDOT, MBTA, Massport, NHDOT, RIDOT, State DEP’s, EPA, FERC, USDOT, USACE, and USFWS. Knowledge of local, regional, and state/local planning, and zoning processes. Demonstrated experience in the management of scopes, schedules, and budgets for a variety of project types with an emphasis on transportation. This is a leadership role and could require people management. Excellent analytical reasoning skills, technical writing and communication skills, managerial, and proficiency with the Microsoft Office software suite. The ability to maintain a positive attitude during potentially demanding client engagements. Detailed and comprehensive experience completing large environmental impact statements (EIS) for state transportation agencies, specifically in Massachusetts and New England. 15 to 20+ years of experience in transportation-related environmental planning/permitting.
