Main Tasks:
1, Environmental, health and safety responsibility环境健康安全责任
- Observe the company EHS policy, procedures and working instructions.
- 遵守公司EHS政策，程序和工作指导。
- Assume liabilities to implement management programs and carry out the modification actions approved within the working area, to ensure that the EHS performance is improved continuously.
- 承担在工作区域内实施管理方案和实施已获批的变更责任，确保EHS绩效持续改进。
- Attend all EHS training as required.
- 参加EHS培训。
- Have the responsibility for promptly reporting to direct supervisor in case of any incidents and near miss or exposure to hazardous substances.
- 有立即向主管汇报事故，未遂事故和危险物资暴露的职责
- Always practice good housekeeping and keep workplace clean.
- 保持工作环境良好。
- Take EHS requirements into consideration prior to any activity or work to make sure that the launching work is safe to prevent/minimize the safety risk, environment pollution and other potential hazards.
- 在开展任何工作前，考虑EHS要求，以确保进行工作并避免安全风险，环境污染和其它潜在危害。
- Inform their supervisions of any hazard, unsafe condition or practice.
- 向主管汇报危害，不安全行为和状态。
- Maintain process safety documentation with latest version in accordance with every change, including P&ID, pipe service index, interlock/alarm list, explosion protection document, etc.;
- 每一次变更后，维护工艺文件最新版本，包括P&ID，管线索引表，连锁/报警列表，EPD等。
- Organize the EHS review for existing plant, new investment project, or technical modifications as per BASF requirement.
- 按照BASF要求，组织现有装置，新项目，或技术变更EHS审核。
- Conduct Pre-startup Safety Review (PSSR) on facilities and take follow up actions of plant startup findings.
- 实施开车前安全检查，采取开车前安全检查的跟进行动。
- Ensure all facilities including safety devices (safety valves, SIS) have proper design, installation, maintenance, and modification.
- 确保所有安全设施（安全阀，安全仪表）进行合适色设计，安装，维护和变更。
- Ensure all technical changes or optimizations following BASF MOC requirements.
- 确保所有的技术变更或优化，都按照BASF要求进行。
- Fulfill other specific requirements according to BCCS procedures.
- 根据BCCS程序，执行其它特殊要求。
2，Process management 工艺管理
- Ensure the timely supply and quality of infra /utility and to eliminate deficiencies to ensure the production meet plant standards.
- 确保公用工程及时地的供应和质量，同时消除缺陷，以确保产品满足公司要求
- Be responsible of monitoring MOC implementation.
- 负责监督MOC实施。
- Technical process optimization and monitor and analyze parameters.
- 技术过程优化，监视和分析工艺指标。
- Regular update the site fingerprint of utilities &Infrastructure, to support ADP/STP
- 定期更新基地公用工程基础设施的能力，支持装置资产发展规划/基地整体发展规划。
- Analyze complex process problem, identify where to involve addition specialists.
- 分析复杂工艺问题，判断是否请专家介入。
- Responsibility for Process safety, SHE reviews and follow up action’s implementation.
- 负责工艺安全，SHE审核和跟进项的落实。
3，Technology management 技术管理
- Provide feasibility calculations by utilizing scientific tools, literature, and highly efficient expert team networking.
- 利用科学工具，文献和高效专家网进行可行性计算。
- Consult, guide and coach project improvement teams during planning, execution, or trial phase.
- 在计划，执行或实验阶段，向项目团队提供咨询，指导和培训。
- Definition, monitoring and controlling of KPIs for technical processes
- 定义，监视和控制技术过程KPI。
- Process automation and digitalization management；Acting as the owner to maintain Site Energy Dashboard.
- 工艺自动化和数字化管理，维护基地能源中心的实际功能。
4，New Project Support 新项目支持
- During new project launching in site utilities&infractures, support technology manager on operation aspects, including material questions, training, manufacturing manual, quality control and technology related safety aspects etc.
- 在基地公用工程和基础设施新项目启动期间，在操作方面支持技术经理，包括原材料，培训，操作手册，质量控制和技术安全相关方面。
- Provide OpEx plan and monitor OpEx plan approved implementation
- 提供OpEx方案，.监督批准的OpEx实施。
5，Production documentation 生产文件
- Creating of new projects and EHS-Q system upgrades to ensure an updated database in an easily accessible (integrated computerized) system.
- 创建新项目和 EHS-Q 系统升级，以确保在易于访问的（集成计算机化）系统中更新数据库。
- Provide updated records/data to relevant supervisors.
- 向相关主管提供更新的记录/数据。
- Update all production procedures and ISO documents. Setup of process performance recordings by advanced DCS and on-line tools.

6, Finance support 财政支持
- Analyze financial data to develop prioritized corrective actions for utilities and manufacture cost control.
- 分析财务数据，为公用工程和制造成本控制制定优先纠正措施。
- Support procurement team in reviewing / negotiating the contract of utilities, raw material, key equipment, etc.
- 支持采购团队审查/谈判在公用事业，原材料和关键设备的合同。
7，Personnel training 个人培训
- Provide special training for basic function of new chemistry and equipment, its start-up and related fine tuning.
- 提供新化学品和设备基本功能、开车及相关调试专项培训。
- Act as the ISO 50001 energy management of coordinator to follow the related responsibilities and authorities. (Details refer the nomination letter)
- 作为ISO 50001 能源管理协调员，履行相关职责和权限。 （详情见提名信）
8，Main interfaces 主要交界面
- Site OpEx manager OpEx基地经理
- Expert’s for automation 自动化专家
- Expert’s for EHS 基地安环保专家
- QC/QM manager 基地质量管理经理
- Expert process safety (site & EM) 工艺安全专家（基地和EM事业部）
- Project engineer 项目工程师
Ad hoc task as and when required.
- 需要时承担特别任务。


Requirements:
Education: At least Bachelor in Chemical engineering or chemical process
Working Experience: More than 5 years’ experience in Chemical plant production, at least 2 years’ experience in management of chemical process.
Technical & Professional Knowledge:
- Analytical skills
- Fluent verbal and written English
- Intermediate proficiency in Microsoft office tools
- Familiar with ISO9001, SHE reviews, RCMS
