General Description
This is a key engineering position responsible for coordination and supervision activities in the City's street design programs. Employees of this class are responsible for developing capital improvement program recommendations as they relate to street engineering, planning and design implementation. This includes supervision of professional and technical engineering and design staff and coordination with internal and external agency representatives. Work is performed under the general direction of the Managing Engineer/Street Design. Related work is performed as required.
Typical Work Activities
+ Supervises professional and technical engineering and design staff;
+ Assists in the division's annual budget preparation;
+ Maintains fiscal control of approved budget as it relates to assigned projects;
+ Plans and recommends street construction, rehabilitation, and maintenance programs;
+ Develops Capital Improvement Program recommendations and estimates;
+ Supervises staff in the drafting and design of street projects, including the collection of engineering field data for design decisions;
+ Recommends policies and procedures to improve the efficiency and economy of operations;
+ Makes street design and alteration recommendations to public utility representatives, private contractors and consultants, and other representatives of internal and external agencies;
+ Assigns and schedules street design activities to staff as directed by the Managing Engineer/Street Design;
+ Recommends staff training needs;
+ Writes reports and correspondence as required.
Minimum Qualifications
MINIMUM QUALIFICATIONS: (located on the job spec/promotional field is on the exam order sheet MSD-300)
+ Master's of Science degree in Civil Engineering** AND two (2) years experience as an engineer supervising major street system design reconstruction projects. Acceptable supervisory experience may be exampled by responsibility for supervision of professional and technical engineering and design staff, and concurrent coordination with internal and external agencies such as other governmental agencies, public utility representatives, and private contractors and consultants; OR
+ Bachelor's of Science degree in Civil Engineering** AND three (3) years experience as an engineer in major street system design projects, two (2) years of which shall have been in a supervisory capacity as outlined in (I) above; OR
+ Professional Engineer* plus three (3) years experience as outlined in (I) above.
SPECIAL REQUIREMENTS:
+ Possession of a NYS Professional Engineer's License or possession of a Professional Engineer's License issued by a state having reciprocity with NYS professional engineering license standards at the time of appointment. Candidates possessing out-of-state Professional Engineer's License must obtain a NYS license within one year from the date of appointment.
+ Possession of a NYS Class D Operator's License.
+ A personal vehicle available for City business use.
*Professional Civil Engineering is experience gained after the degree is acquired and is defined as experience coping with the complexities of public health, sanitation, traffic flow in urbanized areas and city planning. Engineers plan and design bridges, highways, and other means of transportation required to satisfy identified needs.
**Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration Unit. Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in the removal of your name from this list.
Exam Information
Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and/or abilities in the following areas. Preparing Written Material: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
Principles and Practices of Civil Engineering: These questions test for knowledge of engineering concepts and their practical applications to the construction, operation and maintenance of public works projects, including roadways, bridges, buildings, water and sewage systems and similar types of infrastructure.
Engineering Plans, Specifications and Estimates: These questions test for knowledge of and the ability to read and interpret construction drawings and technical specifications, and for the ability to calculate cost and quantity estimates from technical presentations and/or engineering and construction drawings. Knowledge of estimating techniques and the proper method of construction for specified projects will be required.
Methods and Materials of Construction: These questions test for knowledge of the proper procedures and materials used in the construction, maintenance and repair of various types of public works projects, including such typical construction work as excavations, roadways, embankments, and building and related structural improvements.
Construction, Reconstruction and Repair of Streets, Sewers, Waterlines and Other Related Structures: These questions test for knowledge of the engineering concepts, practices, testing procedures, materials and computations used in the installation, repair and upkeep of streets, curbs, sidewalks, abutments, retaining walls, sewage and water systems, and related appurtenances.
Supervision: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
Test Guide:
+ The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available on line at: https://www.cs.ny.gov/testing/testguides.cfm.
