Mitie Communities provides a full range of Facilities Management services – Hard and Soft – to the UK's local public sector. This includes hospitals, schools, universities, local authorities, immigration services, police and other blue light facilities. The Senior Engineering Manager will provide the management and leadership of a team delivering a full range of engineering works and estates services, maintaining efficiently engineering services and installations, ensuring that the service is carried out safely, in accordance with the PFI contract, statutory requirements and HTMs/HBNs. The Senior Engineering Manager has overall responsibility for ensuring that engineering maintenance, including contract work, is carried out to appropriate standards and specifications. The Senior Engineering Manager will provide expert specialist and professional building and engineering expertise to other Mitie staff, directors and senior management of the organisation. The Senior Engineering Manager will undertake Lead Authorised Person responsibilities in relation to specified disciplines and ensure safe systems of work are followed at all times. Main Duties
Provide effective communication with all Managers, Senior Managers and Directors both within Mitie and the Trust. They are complex in their nature, often contentious and require persuasive and negotiation skills to be effective. Provides communication to Mitie Staff to ensure effective communication of Mitie policies, procedures and briefings. Communicate highly complex and technical information to electrical engineering and mechanical engineering teams. Communicate with numerous external bodies at every level and discipline, equipment suppliers, Architects, Consultants, Engineers, NHS Estates, Medical Devices Agency, HSE and other government bodies, Police and Fire Brigade, negotiating desired outcomes and communicating highly complex and technical information. Ensure that all contractual and statutory requirements relating to buildings and their services are carried out and records kept. Manage and undertake the duties of the Authorised Person in line with Mitie's Site Authorised Person Matrix The ability to interpret and implement highly complex technical documents and drawings generated by external bodies and organisations. Formulate, develop, structure and schedule strategic plans impacting across the whole site taking into account current contractual and statutory requirements and guidance, but these must be flexible enough to allow for uncertainty in future changes of legislation or guidance. To develop complex risk management strategies across the whole Estates function in line with statutory requirements. Participate in the out of hours Estates Management on call rota, to be available when on call to assess any situation arising and attending site as required. Give managerial and technical instruction to staff; call in additional staff from home as appropriate and contractors as required in order to solve the problem. To lead and co-ordinate staff by maintaining sound employee relations, high morale and motivation, and create an environment facilitating the delivery of a quality service by providing sound technical guidance, dynamic leadership and good team communications. In the absence of the Head of Estates have delegated responsibilities for the department as and when required. Everyone shares responsibility for safeguarding and promoting the welfare of children and young people, irrespective of individual roles. As a senior manager you will need to be aware of your responsibility in relation to safeguarding and protecting children. You will be expected to provide effective leadership in ensuring safeguarding children is a priority within all service delivery and developments. Ensure that the maintenance, repair and preservation of, engineering services, plant and equipment within the contract are carried out within agreed standards, on time within budgets and consistent with the safety and well-being of patients, visitors and staff. Ensure that regular inspections and specialist inspections/surveys are carried out with the purpose of reviewing the condition of engineering services, plant and equipment and to enable annual and long-term programmes of engineering maintenance and lifecycle work to be prepared along with budgets, and to determining functional/long-term suitability and assessment of option appraisals. Ensure the implementation of the engineering services planned preventative maintenance System (PPM), arranging its update when necessary including plant inventories and work schedules as required. Ensure that annual and other periodic maintenance contracts are in place as required and are executed at the pre-determined time schedules, and the provided service meets the agreed specification. Ensure that the contracts are value for money. Maintenance contract specifications to be updated annually. Continually update the Estate property appraisal database to ensure central returns are accurate and all benchmarking performance indicators reflect the true position. Ensure that adequate emergency arrangements/contingency plans are made to deal with breakdowns, failures and other such occurrences of all engineering services. Develop a proactive and innovative approach to the delivery of, engineering/support services in order to continually improve service delivery with reference to time; quality and cost. Manage all aspects of environmental control in respect of discharges of surface water and monitor and control the Trusts permits and licences to discharge surface water to water courses and to land drainage, and all discharges from all sources to foul drain in accordance with statutory requirements. Participate in the selection and appointment of Mitie staff, monitor their competency, development and training, to ensure that they are adequately familiar with new technical developments, legislation and procedures which affect their work. Maintain an effective compliment of Trades Staff, identifying and providing solutions for any short fall. Draw up professional development plans including training needs for each member of staff. What we are looking for Relevant certifications in FM & Engineering or other related fields (e.g., NEBOSH, IOSH, IWFM). Demonstrated experience in a technical leadership role, preferably within facilities management, particularly in healthcare (HTM01-08). AP qualifications are preferable. Strong understanding of engineering principles relevant to the operational context. Experience in managing compliance with standards, processes, and procedures in alignment with Mitie's Safe Systems of Work. Expertise in developing and implementing audit action plans to address non-compliance effectively. Ability to identify early warning signs of technical issues to reduce the likelihood of Non-Compliance Records (NCR). Strong analytical skills to assess labour loads and recommend necessary competency levels for technical roles. Excellent communication skills to engage effectively with diverse teams, including account directors, supply chain partners, and external stakeholders. Ability to build relationships and foster collaboration among teams. Strong leadership abilities with a proactive approach to problem-solving and a focus on compliance and operational excellence. Willingness to adapt to changing environments and embrace new challenges.
