Role and Responsibilities Provide direct support to contractors to ensure timely and budget-compliant delivery of pipeline components, associated above-ground installations (AGIs), main station terminals (MSTs), and EITS infrastructure. Execute responsibilities as assigned by the designated Lot Representative within the given construction work packages. Promote and enforce safety procedures and culture both on and off-site. Supervise and regularly inspect civil and complex structural works, proactively identifying and addressing safety risks. Ensure contractors clearly understand the scope of civil and structural fabrication activities. Assist the Lot Representative with field coordination and participate in meetings to monitor and report on schedule progress, contractor performance, material usage, and vendor compliance. Perform ongoing site inspections to verify that construction aligns with "Approved for Construction" (AFC) drawings. Receive on-the-job guidance and technical instructions from supervisors and engineers as part of work execution. Oversee field survey activities for all precast, civil, structural prefabrication, and building construction efforts. Support inspection activities according to Inspection & Test Plans (ITPs), including surveillance and hold points. Monitor and approve pre-pour inspections and confirm readiness to proceed. Verify dimensional accuracy in line with project specifications. Oversee the interface and availability of raw materials used in prefabrication (e.g., rebar, concrete, waterproofing systems, additives, embedded components). Confirm contractors are working from final, approved drawing revisions. Ensure synchronization between prefabrication and installation schedules. Operate within a diverse, multicultural environment while upholding high ethical standards and compliance with company conduct policies. Interpret structural steel design drawings and technical specifications. Collaborate with site teams to guarantee proper installation of steel structures. Inspect steel fabrication and erection work to ensure adherence to design and quality standards. Conduct structural reviews and prepare detailed field reports, including non-conformance documentation when applicable. Provide technical support to site teams and subcontractors during construction. Monitor civil and structural work activities for compliance with safety and quality procedures. Qualifications / Experience Required Bachelor’s degree in Civil or Structural Engineering or a comparable qualification with extensive field experience. At least 10 years of hands-on construction and fabrication experience on greenfield civil and structural projects in Oil & Gas or similar hydrocarbon environments. Required Competencies Proficiency in MS Office applications: Word, Excel, PowerPoint, Visio. In-depth knowledge of complex civil and steel structural prefabrication, concrete structures, foundations, buildings, and associated technical disciplines. Ability to accurately read and interpret engineering drawings and specifications. Understanding of construction planning, critical path scheduling, and milestone tracking. Strong focus on achieving key project deliverables and performance objectives. Effective communication skills, with the ability to discuss technical solutions clearly across multidisciplinary teams. Support contractors by providing daily progress updates and activity reports. Assist with drawing interpretation and resolution of on-site technical issues. Strong delegation skills and ability to assign and manage tasks. Proficient in spoken and written English. Solid analytical thinking and problem-solving capabilities. Willingness to travel as needed. Experience working with international or multicultural contractors and reporting their performance metrics. Proven staff leadership, mentoring, and team motivation experience. Self-driven, adaptable, and capable of managing shifting priorities. Familiarity with international standards governing civil, structural, and building works. Knowledge of material testing and in-situ construction quality practices. Understanding of lifting requirements for basic lifting operations.
