Senior Financial Analyst - Financial Planning and Analysis

Our mandate as a Canada Port Authority, as set out by the Canada Marine Act, is to enable Canada’s trade objectives, ensuring goods are moved safely and responsibly through the Port of Vancouver. That means providing infrastructure and ensuring the safe and efficient movement of marine traffic and cargo within the port. It also means we carry out reviews of proposed activities and developments on federal port lands and waters to determine whether a project can go ahead without impacts to the environment and community that cannot be mitigated. This position is responsible for providing financial analyses and business case development of complex operating and capital projects and programs, and supporting revenue structures. The senior financial analyst provides variance analysis to operating departments and programs, assists in the annual development of VFPA’s 5 year financial plan, operating budget and capital plans, and the corporate balanced scorecards. This position also provides assessment on corporate capital affordability. **What you do:** + Develop new and update existingfinancial models, and perform NPV/IRR financial analyses of complexprojects, programs and/or fees.Analyse key performance indicators, and provide financial guidanceand inputs to departments as required to drive improvements in businessperformance + Provide information and analysisto support business case development for the organization’s projects andprograms, including consideration of alternative approaches, analysis ofkey risks, and development of mitigations where optimal + Provide financial analysis tosupport business negotiations including real estate leases, landacquisitions and other commercial arrangements, including collaborationwith external consultants with a focus on ensuring accuracy andreliability of external data model + Develop VFPA’s and subsidiaryrevenue forecasts, capital plans, annual operating budget including thegathering of financial inputs and assumptions. Perform analysis on operating budget andreforecasts. Develop and updatecorporate financial model, analyze corporate capital affordability andprovide input to the 5-year business plan + Provide accurate, complete, andtimely variance analysis on departmental costs, which can include salariesand benefits and other operating expenses to support department managementin cost control, and assist in the formulation of follow-up action plans,providing commentary as required.
