CGI Federal is looking for people with a client-focused mindset and analytical capabilities to support the objectives of the Financial Management Directorate and for our Intel Community partner.
As a team member, you will assist the government with financial management operations, monitor and coordinate program resource allocations, supports the agency’s Financial Management system, including future enhancements, development and validation financial requirements.
This position is located in Springfield, VA.
• Develop and implement financial business system enhancements
• Assist and advise the agency for troubleshooting current functionality
• Translate operational requirements to technical specifications and implementation
• Develop and implement solutions to financial data management challenges using advanced Visual Basic for Applications (VBA), Structured Query Language (SQL), SQL Server, Microsoft Access and Microsoft Excel technologies
• Lead research and stakeholder interviews to document and understand requirements (data inputs and outputs), business processes, and existing data challenges with an eye toward developing and implementing process improvements
• Perform in-depth analysis to understand the links between business processes, data inputs, information requirements (outputs), and potential solutions
• Coordinate and participate in system engineering and technical exchange meetings
• Coordinate and participate in milestone events to include requirement reviews, design reviews, and program management reviews
• Collaborate with other FM stakeholders to load quarterly budget authority
• Define and develop technical requirements and specifications for development and test
• Leverage knowledge of financial management processes, software, applications, tools, and systems for process improvement
• Understand and support organization’s performance management, metrics and measures
• Bachelor’s degree or higher in a business related field such as Business, Finance, Accounting, Management, Computer Science, Economics.
• 12 years’ experience in assessing federal financial business processes, developing financial systems options, and implementing system solution to include demonstrated experience with federal financial management including all aspects of programming, planning, budgeting, execution and/or accounting.
• 2 years’ experience in executing or writing advanced Visual Basic for Applications (VBA) and Structured Query Language (SQL) scripts for testing and execution
• 2 years’ experience identifying system options and business process recommendations to improve business processes OR
• 2 years’ experience with system software development including requirements definition, process mapping, configuration management, and system testing supporting Momentum-based financial systems
• 2 years’ experience communicating technical issues and working knowledge of United States Standard General Ledger (USSGL) in accordance with treasury guidelines
• 2 years’ experience in supporting Momentum-based financial systems implementation, upgrades and enhancements
Desired qualifications/non-essential skills required:
• 3 years’ experience in system software development activities including requirements definition, process mapping, configuration management, testing, and user support
• 5 years’ experience in financial programming, planning, budgeting, execution and/or accounting in Momentum based application
• 3 years’ experience with the Agency’s business processes and key financial data and reports
• 3 years demonstrated experience with system administration functions related to Momentum financials
CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and license and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $108,600.00 - $235,200.00.
