Senior GFE Financial Analyst
Senior GFE Financial Analyst - Position Description

Security Clearance:

Applicant must hold or be able to obtain an active Department of Defense (DoD) SECRET personnel security clearance.

Responsibilities:

Lead and provide GFE Management support as subject matter expert in procurement and delivery of GFE systems.

Maintain communications with Participating Acquisition Resource Managers (PARM) resolving issues impacting (or have potential to impact) the GFE systems.

Provide GFE requirements analysis and execution support. Tasks include but are not limited to funding document preparation and tracking, execution report preparation and maintenance, financial reconciliation, and the coordination and tracking of 7300 forms and Obligation Phasing Plans (OPP) from the PARM.

Provide GFE financial input for briefings and reports. May assist in the analysis and supporting justification material in support of preparing budget exhibits for GFE items.

Responsible for the execution, monitoring and reporting of program allocated funds as directed by the Government, including analyses of the program's financial status, health, and affordability.

Review Engineering Change Request (ECR) forms for issues impacting (or have potential to impact) GFE systems.

Reviews Ship Project Directives (SPDs) to ensure there are no discrepancies.

Provide assistance in determining adequate GFE budgets to support requirements and conduct risk analysis for unfunded requirements. Prepares documentation in support of PARM Reviews, attends the reviews.

Interfaces with PARMs, assists with data calls, and creates and maintains Power Point, Excel and Word documents.

Assists with the developing, organizing, analyzing, executing and monitoring of projects.  

Prepares documentation in support of Configuration Management Boards (CCB), attends the CCB, and provides input

Experiences:

Fund execution and management experience in ERP

Experience working with Shipbuilding and Conversion Navy (SCN) appropriation

10+ or more years of DoD/DON, specifically NAVSEA shipbuilding financial management

10+ years’ Government Furnished Equipment (GFE) for the DoD/DON, specifically ACAT I acquisition level programs

10+ years’ professional experience in the Business/Financial management field

Experience with GFE Financial Systems Navy ERP, EDA, GEMIS, COMPASS, FINMOD, IDE/Windchill, COBRA, and ADVANA.

Project Management Professional (PMP) certification is a plus

Applicant must be proficient with Microsoft Office programs.

Applicant must have excellent oral and written communications and be capable of productive and efficient work with limited or no supervision

Education Requirements:

Bachelor’s degree in business/management or related discipline.
